The increased rates, amounting to about 20 per cent, have been approved by the Connecticut Insurance Department. Filing for the increase was the Multiple Peri Insurance Rating Organiza tion. The Homeowners' Insurance Policy is a comparatively new type coverage which was first written a little more than a year ago. It is a package deal, offering fire and extended coverage on dwellings, residence and outside theft, comprehensive liability insurance, and other coverage.

These types of insurance also are offered as individual policies. The idea behind the Homeowners' type policy is to offer wider coverage on dwellings, but because it is a package deal and risks are spread out the costs have been running lower than the individual policies grouped to-gether. Uusually, insurance rate changes come as a result of a study of experience tables, any where from a three to five-year period. Because the Homeowners' Policy has been effective about a-year, no such three-year experience study is available. A spokesman for the Insurance Department said, however, that the rate increases of the Homeowners' coincide with recent rate increases granted on individual extended coverage and comprehensive personal liability contracts.

The increased Homeowners rates also are effective today in Rhode Island and Maine. While it is true that your hand is worth 16 points, a takeout double is not recommended because the hand lacks flexibility. The fact that you make a vulnerable overcall at the two level will describe a strong hand, and unless partner can take voluntary action no game will be missed. Therefore, bid two clubs. Pass. You have a fine hand and your four club bid is a slam try which partner declined when he rebid four spades. If he had a red ace he surely would have shown it after your four club bid. You can almost be certain that you are off two aces. Goren on Bridge appears daily and Sunday in The Courant.
