I Bishop Fallows, head of the Re- formed Episcopalian diocese in Chicago, envisioned 36 such community centers to bring moral uplift to the then riotous wards. However, according to Robinson, his mission soon bogged down in the very thing he was fighting. Robinson said the bishop "believed in William H. Clark, a Presbyterian minister, who handled the building's funds. But something happened to the money when the notes came due.

We were forced to borrow money from Clark's brother-in-law, who insisted upon putting in a theater and a tavern. Then the people just stopped coming for religious lectures."
