Indianapolis, Oct. 5 )--Fed- i i Judge Luther M. Swygert held the International Typographical Union in contempt of court today and ordered the union not to sisk contracts which discriminate against hiring non-union He ruled the union had evaded his injunction against violating the Taft-Hartley law and was trying illegally to maintain a closed shop. The judge told the I. T.

U. and its top four officers to be in court within 10 days to show that they are following his instructions given out today. There was no penalty, other than court costs, for contempt. Counsel for the national labor relations board, which had asked the original injunction, had also asked for the contempt citation and had not 'requested a penalty. Outers on Document.

Today's citation centered on a document sent out by the 1. T. U. to its locals. It was headed "Contract provisions which may be proposed in collective bargaining during pendency of federal court decree" and was; called a "form contract." This document was sent i Judge Swygert had handed: down his injunction on March 27.1 It provides, among other that only journeymen printers may; be employed.

Henry Kaiser, an I. T.

U. attorney in Washington, pointed out that the court had not granted a request by NRLB counsel that the I. T. U. be ordered to quit making strike benefit payments to printers in Chicago who have been out for 11 months.

The I. T. U. case on which today's ruling was based was filed last January by Robert N. Denham, NLRB general Lengthy hearings resulted in the injunction, violation of which led to today's contempt citation.

The eventual ruling will affect labor negotiations between the printers and 800 newspapers. There was no immediate reaction from the publishers' groups, pending study of the citation next. Eight; slickers purchased by'the city or members of the schoolboy patrol here arrived this week, Police Chief Fred Bever said today. The patrol was organized i month through the efforts of city officials with the assistance of Traffic Sergeant Bill Potts of the Joplin police department, who supervises the patrol in Joplin.
