The muddy waters of the Tiber River boUed up under the arches of the Eternal City's ancient bridges, but high banks saved the central part of the city. The almost unprotected working-class suburbs north and cast of the city were flooded as the Tiber and the tributary Aniene River went over their banks. Fresh snow and below-freezing temperatures Intensified the misery in the Belluno region of the Dolomites, In the north. The earlier floods left thousands homeless there. But the colder weather checked mudslides which threatened to smash still more rain-weakened homes.
