Ledger publishes tlfe'following important dispatcli: The President hns just sent in to tlio Attorney Gcrcral the following question, and requested that a response to them be returned in writing: the the present Congress, composed- of members from the Northern States alone, such Congress as requires, or is it an illegal and uiiconstitujional assemblage. Would existing circumstance justify in sending hi3 next annual to an illegal and unconstitutional assemblage, pretending to bu the Congrcsc of thu United States? 3d.

Does that clause in section fifth of thu first article of the Con-ui- tutioii which makes each liouso tlin. judge of the election returns and qnalitications of its own niemuers, give to thu present Congicss the right to exclude the members from ten States, or to impose dishonorable or uneonstitutsonal terms upon their ad mission. 4th.
