New York, Jan. 7. John W. Ooff. who, was counsel for the Lexow committee, which the past nine months ha been investigating the police department of this city, and who wag elected recorder at the reeent election, took his seat on the bench here thla morning.

The Judge's desk was profusely decorated with flowers. A large chair, composed of red and white roses, with lilies forming the seat, was presented by the Hungarians of New York, and was decorated by a red, white and green ribbon bearing the names of the committeemen. Another large basket of dark red roses, red pinks, lilies of the valley and tlxi-r lilies was sent by the two chief detectives of the Hocloty for the Prevention of Crime. It was 11:05 o'clock when P.ecorder Goff proceeded to psrt 1 escorted by Judges Cowing, Fitzgerald and Mar-tine. As the four reached the platform, which was almost covered with the handsome floral pieces, the crowd In the court room applauded.

Judge Cowing Introduced the recorder to the bar In a neat speech. The recorder responded appropriately and was applauded. On account of the thick fog many boats remained in their docks this morning rather than risk the danger of a collision in the river. The ferry companies ran their boats on fewer trips, go that there was but one boat crossing at a time. The ferry boat Hoboken, plying between the foot of Christopher street arid the Lackawanna Hallway depot, Hoboken, went aground In the fog at about 12 o'clock last night. There were only a few passengers on board and none was Injured. The boat floated off with the rising tide early this morning.

Lord Dunraven addressed the meeting: at length In advocacy of acceptance of the custody of the America's cup in the event of Its being won by a British yacht'under the terms of the deed of gift of 1SST. The Frinee of Wales supported the position taken by Lord Dunraven and it was Voted to accept the custody of the cup under the stipulations of the deed of 1SS7. This result was brought about by the Influence of the Trlnce of Wales.
