It was tentatively called "The Only Folks Around," and veteran TV producer Al Burton, whose credits include "The Jeffersons," "One Day at a Time," "Diffrent Strokes" and "Mary Hartman, Mary Hartman," said the project is not a joke or a spoof.

"This is one idea that doesn't go away," said Burton. "The networks have not heard the last of us." "The Only Folks Around," which has a theme song but no script, takes the premise that the world is on the brink of a nuclear holocaust and, somehow, a group of people get cut off from everyone else. It would explore life in isolation as a sitcom. "They don't really know whether the bomb went off or not, and they can't find out," said Burton. "Wherever they are, they are in a protected environment with some of the accoutrements of civilization," added Burton in an interview at his Universal Studios office.

"They don't have to re-invent fire and the wheel." Burton acknowledged that some people might be offended by the project and might think he was laughing at death and devastation. There have been comedies about war and about American prisoners of war but "The Only Folks Around" would certainly be the first TV sitcom dealing with the near end of the world. Burton wouldn't be too specific about content for fear of another producer stealing the idea, but he said the comedy would be sophisticated and sensitive. "We won't have jokes about dead people," he said. r'We won't have phrases like 'fried to a No, nothing like He likened the premise, focusing on disparate characters coping with living in isolation, to TV's old "Gilligan's Island" about people shipwrecked on an island, "Robinson Crusoe" and the movie "The African Queen." Burton said CBS gave his colleagues at Universal, producers Bill Dial and Richard Chapman seed money for the series.

But, in the end, CBS, NBC and ABC rejected the proposal. "Now we have to respond to their comments," said "We're regrouping to make a fuller pitch. I'll just have to go back to CBS and sing better next time." Bud Grant, president of CBS Entertainment, said Thursday of the project, "I don't believe it. It's nothing that we'd be interested in." Channel Switch SIN, the nation's first and only Spanish-language network, switched its frequency in the Hartford area this week from Channel 61 to Channel 47. SIN's all-Spanish programming, which includes movies, news and entertainment specials, has been on the air in Hartford on Channel 61 for four years.

The same programming will continue to be broadcast on Channel 47, a SIN network spokesman said Thursday. The move was made to accommodate a new Hartford station that will broadcast on Channel 61, she said. Later this summer Channel 61 will be the frequency for WETG, a 5 million-watt independent station that will have its studios in Hartford and tower and transmitter facilities on Rattlesnake Mountain in Farmington. Arnold L. Chase, a Hartford entrepreneur, is the owner of the new station.
