Two more lunatics have been nr- rcsted whilo gunning for Governors, one for threatening Gov. Pillsbury, of Minnesota, and one for threatening Governor Cornell, of New York. They don't seem to appreciate music in that town. Democratic papers arc not pleased because the senatorial fight in New York was settled amicably. Of course not, but then they cannot expect to hnvo everything to suit them; they had two months fun out of it. Nasby don't seem to like England, and especially London, which ho denounces ns it fraud from bogining to end. He says it takes one half of the English people to make beer enough for the other half.

We hear a great deal now days about the spoils "system" from democratic sources. Perhaps it might not be amiss to investigate that system a little and find where it came from. It is tho most natural thing in the world for a man when elected to offiofl to reward his friends, the men who helped him obtain that office, by distributing among them tho patronage that may be at his disposal; and the most unatural thing to suppose that he would distribute'that patronage to his opponents and there by give tlm opposition a better chance to work against him. Tho system is the natural outgrowth of our form of government and was instituted and fostered by the democratic party and has been continued by the republican party who found it in operation when they came into power in 1801. In fact it was a necessity at that time as every department of the government service was prcvadcd by treason and had to be replaced by men whose loyalty could bo depended upon.

As fur back as the day of Jackson it was considered good democratic doctrine that "to the victor belongs the spoils," and the system always has been prac- tised by that party and will be again if it ever is so fortunate as to get into power. The denunciation of that system comes with a bad grace from a party that always used it when in power and would again if they 1 1 1 Be Ye Undeceived 1881. Hie Tlic "Spoils System" Theory, A great deal of cheap logic has cen aired in the attempt to prove hat the "spoils system" is solely re ponsible for the assassination ol 'resident Gorfield. The "spoils sys cm" is no doubt bad enough and ms evils enough of its own to bear without being charged with responsibilities of tho most remote and limsy character. Undoubtedly Juitteau was a duappointed seeker after office, but there is no plausible reason to suppose this was the cause of his assault on the President.

If such was tho case why did he nol assassinate the president of tho Boston Insurance Company who refused give him employment? He ust as much a seeker after a place the employ of that company as he was for an official position under the government. Why did he not assassinate the chairman of lecture commit- because they refused to engage him? If he had done so, would i not have been considered ridiculous to say that the murder was really caused by the systems of life insurance and the methods adopted by ecturo committees? Yet there would have been precisely as much reason for such belief as for the widely repeated declaration that the 'spoils system" is virtually responsi lo for tho assassination since it en couraged Gittcau to seek for an office ie was unable to get, and thus turnec )is insane rage against the President The same reasoning would argue he should have assassinated some of the numerous boarding housi ccepors who ejected him from thci establishment. Guittenu onoo trice vain to get position under Mr Moody as an assistant revivalist. lie was decorated with a huge rosette and carried a baton, both of which were taken away from him by Mr. Moody, who also had him put out of the house.

Why did he not assassinate Mr. Moody? In both of these instances he had just as much reason to avenge himself by assassination as in the case of the President. Indeed, he had more, since' in these cases he was personally affronted and insulted. As for his office seeking, he never received encouragement from any person. Senator Logan refused to giyc him an endorsement.

Why did he net assassinate him? But as a convincing reply to the "spoils theory" idoa it is not necessary to stato that the President had never refused to give Guitcau an office. Ho never had an interview with the President, and, so far as he knew, his chances for getting an office were just as good on the day of the assassination as they had been at any time before. If Guiteau had been holding an office and 'been discharged just before tho assassination, or if he had been directly refused a position by the President and had immediately drawn his revolver and fiied, it might be argued that the act had some connection with the "spoils system." But even then it would have just the some connection with it that it would with the business of life insurance in case Guiteau had shot the president of the insurance company that refused employment. The plain truth is that the assassination was not the "natural consequence" of the "spoils system" or the "natural consequence" of any thing else unless such a result can be affirmed of a crazy brain'or inherent deviltry. Still it remains true that the National disease of office-seeking furnished this outlet for Gniteau's madness! Ho had been living in the place hunting atmosphere of Washington, where the fever for office rages like a virulent epidemic.

He had just that mixture of deviltry and insanity that made him siexo on every excitement wherever it happened to be. Crazy over religion in one place, he could only become crazy over office-seeking in Washington. That the "spoils system" was the direct cause of the assassination we cannot believe, but it con hardly be questioned that it furnished an outlet for the madness of Guiteau, whatever may have been the inspiring cause of his act. A German journalist named Herr Johinn Most, has been convicted, in England, of publishing articles intended to incite the assassination of rulers, and sentenced to sixteen months imprisonment at hard labor.

The Judge, in passing sentence, said: 'After a patient trial, you have been found guilty of a willful, knowing and deliberate intention to incite to murder, and to that offense the laws of England has affixed a grave pun" shmont; it has affixed the punish- shment of hard labor in addition to imprisonment. It may be said that in addition to being a grave offense, is a very cowardly one, because it may be that a man, himself safe under tho shield of a free and great people, sitting at home at ease, may ncite others to run into fearful dangers which he himself avoids and in- lite them to the cominision of a de- estiblc crime, which he himself shrinks from attempting.
