Pentagon sources said Hit purpose of the raids on North Vietnam was to remind Hanoi that the United States is going to continue flying reconnaissance over North Vietnam and will strike back if its photo planes are shot down. The weekend raids were in retaliation for the downing of a reconnaissance Phantom jet over North Vietnam on Nov. 13. Nhan Dan, the North Vietnamese Communist party's newspaper, said today the U.S. strikes were "unmistakable proof that the United States is resuming its bombing of the Democratic Republic of Vietnam." It again denied the U.S. government's claim that Hanoi agreed tacitly to continuance of the reconnaissance flights after the Johnson Administration halted the bombing of North Vietnam on Nov. 1, 1968. A USAC official in Indianapfl- lis said an inspection after Saturday's 150-miler disclosed that Unser"s car had a fuel capacity of 75 gallons and three quarts. USAC rules say the maximum is 75 gallons. The spokesman said that it was probably a decisive factor since Roger McCluskey of Tucson. Ariz., leading in the final laps, ran out of gas and coasted across the finish line in third place. Swede Savage of Santa Ana, Calif set a record in finishing first. The USAC official said Unstr has until 9 p.m. EST Tuesday to file an, appeal. If he does, a conference will be called. The official said his 24th place finish will stand if no appeal is filed. Nhan Dan said the American planes hit "many populated areas, communication lines and economic establishments in Quang Binh and Ha Tinh provinces and other parts of North Vietnam." It claimed "scores" of Vietnamese were killed and 'a number" of U.S. pilots in prisoner of war camps were injured. Laird said the targets of the planes were antiaircraft gun and missile sites and "related facilities" in the southern part of North Vietnam. Joel Henri, Paris correspondent of Agence France Presse, the French news agency, said the North Vietnamese capital shook from the blast of bombs only 25 miles away. The U.S. Command announced that an Air Force F105 Thunderchief crashed Saturday "from operational causes" in the Plain of Jars region of eastern Laos. The command did not say whether the plane had been on a mission over North Vietnam, but it said the two crewmen were rescued in good condition. In the ground war, all of Hi* major action reported was in Cambodia, and only small patrol clashes were reported in South Vietnam. North Vietnamese attacks forced a Cambodian battalion to retreat from the country's only munitions factory, cut Pihnom Penh's only highway to the sea again and inflicted heavy losses on a navy supply convoy. Toure, now 48, has run the country since France set it free in 1958, the only one of the French African colonies to refuse to continue military and looser political ties with France. France in retaliation cut off economic aid. Since .then .Guinea? has been among the so-called Third World or nonaligned-nations in international affairs, dealing with both the Soviet Union and Communist China, and with the United States and West Germany. Thant told the Security Coun r cil session that Roger Polgar, U.N. Development Program representative in Conakry, saw fighters flying over the city and four landing craft. Ambassador Ibrahim Boye of Roman Curia. Senegal, another Guinean neighbor to the north, said Polgar's message proved the attack came from outside forces rather than insurgents within. But Antonio Patricio, charge d'affaires of the Portuguese mission to the United Nations, charged \hat Guinea was assigning Portugal "responsibility for its internal difficulties which we are by no means connected to." The Security Council resolution drafted by the councils five African and Asian members did not mention Portugal by name and spoke instead of "external armed forces and mercenaries." The resolution also ignored "It has seemed to us," Pope Paul wrote," that the superior goodness of the Church demands to consider the problem of advanced age even in connection with the eminent office of cardinal, for which many times in the past we have given proof of special care. "It is an office having particularly grave and delicate roles, because of its singular connection with our supreme responsibility at the service of the entire Church, as well as its high responsibility when the Apostolic See is vacant." The Pope said he would con- 'Untie to "count on the counsel and prayers of all the cardinals, | without distinction." A Cambodian spokesman reported that North Vietnamese roops poured rocket, mortar and machine-gun fire down from the Elephant Mountains to drive the government battalion out of the Stung Chral munitions factory 60 miles southwest of Phnom Penh. The spokesman said the defenders were forced to blow up the cartridge factory along with radios and ammunition stocks before making an "orderly withdrawal." The factory manufactured cartridges for the single- shot, World War II French rifles with which some Cambodian troops are equipped. Last December, the Security Council demanded that Portugal "desist forthwith" from artillery bombardment of villages on Guinea's border with the Portuguese colony.
