Industry experts say a low-power station can be launched for as little as $50,000 compared with hundreds of thousands of dollars for a convention! station. But Boler has sunk about' $600,000 into the compact Bemidji studio, according to his daughter Jane, who has been supervising the debut. A complete, mobile studio has been installed in a large van, and, inside the building, a sophisticated miniature studio has been readied. "This has to be the smallest studio in the Midwest," Garratt said proudly. "It's been a lot of fun putting it all together." So far, Channel 26 has been broadcasting only in the evenings, running feature-length films without commercial interruption.

Next month, the station will begin all-day programming, with a half-hour nightly newscast and a half-hour "magazine" show. The new stations will be limited to 1,000 watts, compared with 5 million watts for a conventional station that can put out a signal covering a radius of hundreds of miles. But the local stations may pack substantial commercial clout. To the surprise of officials from the Federal Communications Commission, more than 5,000 applications for such stations were filed after the plan to issue licenses was announced in 1980, an FCC spokesman in Washington said. In April, the commission temporarily stopped taking applications because of the volume already received, spokeswoman Maureen Peratino said. The commission is considering a lottery to choose among applicants, many of whom face stiff competition for the channels allotted to larger urban areas.

Another issue before the FCC is whether to favor minority applicants over such large corporations as Sears Roebuck the major television networks and the Gannett newspaper chain, all of which have filed applications for more than one of the low-power licenses. Channel 26 in Bemidji, the brainchild of retired North Dakota broadcasting executive John Boler, won the first license to begin service because there was no other applicant for the frequency.
