(UPI) Three lpeople will share the 1980 Dean Eagle Memorial Award for contributions to Cthe thoroughbred industry: trainer Laz Barrera, Racing Form columnist Joe and Louisville Times handicap-er Mike Barry. The award traditionally is given to two people who have made contribu-tions to the thoroughbred industry but organizers said they were unable to eliminate any of the finalists and decid-'Zied to give the award to all three. North Carolina Tennis Coach Dies On Eve of ACC Tourney WINSTON-SALEM, N.C.

(AP) -North Carolina tennis coach Don Skakle died Thursday, the night before his Tar Heel tennis team was to play in the Atlantic Coast Conference tennis tournament. Skakle, 56, died in his sleep at the home of his sister-in-law, where he was staying during the tournament, UNC officials said. Officials at Wake Forest, where the ACC tournament is being played, said Skakle's sister-in-law, Ramona Wilson, went in to check on Skakle after hearing an alarm clock go off on his room. When she could not awaken him, Mrs. Wilson cabled an ambulance.

Skakle was taken to Forsyth Memorial Hospital where he was pronounced dead at 7:40 a.m., officials said. The UNC tennis team met Friday morning and decided to stay in the tournament, which began Friday and will continue through the weekend. Skakle took over the UNC team in 1959. His teams have won 16 ACC championships and hold an overall record of 416-51. His current team was 23-5.

RACE ENTRIES FIFTH 05 By ROSEMARY BRADY The Hartford area's Christian television station, WHCT-TV, Channel 18, is in line to be sold to a minority firm that wants to turn it into an independent, commercial station. A new company, the Television Corp. of Hartford, has signed an agreement to buy the troubled Channel 18 and two other California-based television stations, all owned by the Faith Center Inc.

John Trinder, vice president of the Television Corp. of Virginia and a principal in the new company, said Friday the agreement had been worked out during the last 30 days. If approved by the Federal Communications Commission, it could mean that Hartford will have a new, independent station by early 1981, he said. But William Freedman, an FCC attorney in Washington, D.C., said the agreement could take at least a year to review because of legal troubles surrounding Faith Center three stations.

The sales agreement was signed under a new FCC policy that allows license owners that are "in trouble with the FCC" to sell their stations to minority groups at a reduced price, Freedman said. The Television Corp. of Hartford will comprise representatives of Trinder's firm, which operates Channel 33 in Norfolk, and of an Hispanic community development agency known as Telacu Industries of Los Angeles. The new company will turn Faith Center's KHOF-TV in San Bernardino and KVOF-TV in San Francisco into Spanish-language stations. Channel 18 in Hartford will become an English-language commercial television station, featuring movies, sports events and documentaries, Trinder said.

Before the deal can be completed, however, the FCC must resolve several complicated legal difficulties involving Faith Center Freedman said. The Faith Center group, which is part of the conservative Assembly of God denomination, recently lost its license to broadcast from KHOF-TV in San Bernardino for failing to cooperate with FCC investigators, Freedman said. Viewers had complained to the FCC that the station was "fraudulently soliciting money" on the air, he said. Because the religious group didn't allow investigators access to certain station records, a federal administrative law judge denied the group's application for license renewal last month, Freedman said. The group is appealing Judge Edward Luton's decision.

But the loss of the license will cause "considerable delay" and "leaves many questions unanswered," Freedman said. In Hartford, Faith Center Inc. owes about $80,000 in back personal property taxes accumulated over the last three years for its studio on 555 Asylum said Stephen Fournier, an attorney in the city tax collector's office. He said he expects to file a lawsuit in Hartford Superior Court soon to claim the delinquent money. Faith Center also owes the town of Avon three years in delinquent personal property taxes and two years in back real estate taxes, all totalling $15,458, Avon Tax Collector Frances MacKie, says.

The station's transmitter is located on Avon Mountain. In March 1977, the transmitting station in Avon and the studio in Hartford were closed temporarily after the religious group refused to pay three years in back taxes. The group, which shortly afterwards paid the taxes, had argued that it should be exempt from taxes because of its religious orientation. W. Eugene Scott, president of Faith Center, couldn't be reached for comment at the main office in Glendale.

However, state Insurance Commissioner Joseph C. Mike, who approved the fee increase, said he isn't sure if the firm can make the increase retroactive.

Joseph F. Duplinsky, president of the non-profit health insurance firm, said Friday Blue Cross now will solicit doctors aggressively to participate in the Century Contract plan. Duplinsky previously had said Blue Cross sought the fee increase for laboratories and doctors to encourage them to stay in the program and to reduce patients' medical expenses. Mike said he has asked his staff to check the legality of retroactive payments. Mike said he won't object if they are legal and Blue Cross doesn't violate its contract by paying more in benefits than allowed.

Several hundred doctors have dropped out of the program in the last few years because of the irm low reimbursement rate, Blue Cross officials have said. A participating doctor can bill Blue Cross only for the maximum allowed by the schedule, while a non-participating, doctor can charge Century Contract patients whatever he wants. A patient of a non-participating doctor or laboratory must pay the difference between what is allowed on the fee schedule andthebiU. The insurance commissoner still must decide on a 29 percent Increase in premiums requested by Blue Cross for the Century Contract to pay higher fees. If Mike grants the full increase, Blue Cross will receive $22 million more in revenues.
