The claim was made in Hartford's federal court just before Bifield a Hell's Angels mem- ber reputed to be a violence-prone, drug-dealing extortionist was sen- tenced to the two-year maximum term for possession of a shotgun by a convict-; ed felon. District Judge Jose A.

Cabranes im-; posed the sentence on the tall, muscular, Bifield after saying he would disregard all claims made about Bifield that were not documented "in the public-record." Cabranes earlier had received a high-' ly unfavorable report on Bifield from the U.S. Probation Department, which assists judges in sentencings by compil-. I ing information about defendants' backgrounds. The probation office uses, -among other confidential re-; ports from relatives, neighbors and as-; sociates of the defendants. Bifield's defense attorney, John R.

Williams of New Haven, denounced the pre-sentencing report which described his client as "the most dangerous man in Connecticut," saying the claim "is not only provably false but ridicu- lous." The report was shown only to the defense attorneys, prosecutor and judge. Williams said he also disputed proba-' tion officer David W. Pond's reports that Bifield was involved with orga-' nized crime, drug-selling, rape and oth-' er wrong-doing. However, federal prosecutor H. James Pickerstein said the report coin-; cides with his information and was pre-' pared in an excellent manner.

Pickerstein argued last month after Bifield's conviction on the gun charge that he should be held without bond as a menace to the community. The prosecutor said state authorities had PrPflU4 71 17' 17 "Viuct charged Bifield with a series of extortion, robbery and threatening cases in recent months. None of those cases have been brought to trial so far. Pickerstein said some victims have withdrawn their complaints to police after receiving threats. Although Bifield's defense attorneys vigorously protested Pickerstein's remarks as character assassination, Cabranes ordered Bifield held without bond.

He had been free on $200,000 in bonds he posted. i Cabranes, following the sentencing Thursday, refused a defense request that he set bond for Bifield during appeal. -x Bifield, a 27-year-old man on probation for a 1975 assault on a policeman, told the judge the "very unfair" probation report was not based on first-hand observation. The blond man who wears his hair brushed back in the '1950s Everly Brothers style, scoffed at the supposi- tion he was "public enemy No. 1." Bifield, saying he doesn't smoke, drink or-use drugs, said-complaints about him by his mother and stepfather were not fair.

They've always been against him, he said. Regulators Back Purchase 0 2 Cable TV Franchises The Department of Public Utility Control Thursday approved Storer Broadcasting acquisition of two shoreline cable television franchises for $11.37 million. The decision authorized the Florida-based cable TV giant to buy the Coastal Cable TV Co. franchise based in Groton for $6.82 million and the Connecticut River Cable TV Co. franchise in Clinton for $4.55 million.

Storer, owner of 215 cable companies serving more than 400,000 customers, bought the New Haven cable franchise in April for $17 million.
