But the poll found considerable sentiment for ratification if the treaties are amended to contain the Carter-Torrijos understanding. Sen. Robert Griffin, who declared his opposition to the treaties Thursday, was the only one.

Robert Dole, a critic of the treaties, to cut U.S. payments to Panama, and took under consideration an amendment by Stone requiring Panama to improve human rights and hold free elections. WASHINGTON (UPI) -The Senate Foreign Relations Committee Friday recommended changes in the Panama Canal treaties designed to improve chances of full Senate ratification.

The White House, meanwhile, stepped up its support for the treaties, announcing President Carter will deliver a "fireside chat" Wednesday night on the canal and releasing a Carter letter to Sen. Richard Stone, saying ratification will not signal an American retreat from Latin America. Carter also pledged to keep U.S. military bases in the Caribbean and warned the United States would op- S)se any effort by the Soviet nion to establish military bases in the Western Hemisphere. In a daylong "markup session," the Senate committee agreed 13-1 to recommend to the full Senate inclusion of the text of the supplemental understanding between Carter and Panamanian leader Omar Torrijos Oct.

The unsigned agreement Principal Placed in Program By JACK BOURQUE NEW MILFORD The former principal of the Faith Christian Academy School has been put on two years accelerated rehabilitation on charges stemming from the beating of a 12-year-old student Glennard Yordy 25, of 19 Michael Ludlow, was put in the program after arguments Thursday before Judge James T. Healey in Common Pleas Court 18. Yordy was, represented by Public Defender Stanley Herman. Under the community-release program, after successfully completing the probationary period, all charges against Yordy will be dismissed.

Yordy was arrested on a warrant Dec. 29 after he allegedly beat the child with a piece of wood because the child broke a school rule. The child's name was not released. The beating resulted in bruises on the child's buttocks, arm and wrist. Yordy was charged with cruelty to a person and third-degree assault The school is operated by and in the Faith Baptist Temple, an independent Baptist church.

The suit was filed recently in Hartford Superior Court on behalf of Faith Center of Glendale, by attorneys Thomas E. Russell and Gordon T. Allen. The city of Hartford and the town of Avon are defendants. The station, WHCT-TV, has been assessed taxes by Hartford and Avon tax col lectors based on its headquarters property at 555 Asylum Hartford, and its television towers and antennas on Avon Mountain.

In the legal papers, Faith Center claims it is a nonprofit religious organization which is exempt from local, state and federal taxes. Since February 1972, says the suit, Channel 18 has been assessed more than $100,000 in unwarranted property taxes. is much smaller than commonly believed, concludes a report released by the Joint Center for Urban Studies sponsored by Massachusetts Institute of Technology and Harvard University. "Many of the discussions of the 'welfare crisis' seem to assume that a principal cause of the crisis is a growing number of these people," said MIT Prof. Martin Rein. "We found, however, that they are a relatively small percentage of all those who receive welfare." Rein said data disproves the "apprehension and fear that we are harboring a welfare class, people with long-term and heavy dependency on welfare." He co-authored the study with Prof. Lee Rainwater of Harvard.
