OB FRIDAY, MAY 16, 1997 MONEY THE SALINA JOURNAL T PERSONAL FINANCE Consumers may get 'smart' with new way to do business Group says 'smart cards' that are capable of many applications will be in circulation within a year By CHRISTOPHER BROWN-HUMES Tlie Financial Times LONDON — An international consortium claimed Thursday to have taken a decisive lead in the race to deliver a global standard for multi-application "smart cards" — single chip-based cards that can be used for many purposes. The consortium said the first consumers would be carrying the new cards within a year, helping them to cut the clutter of plastic in their wallets. Michael Keegan, chief executive of Mondex International, the leading consortium member, said the development would contribute to "an explosion" in smart card use. "This will do for smart cards what Windows has done for the personal computer," he predicted. Some of the world's best-known smart-card companies and silicon-chip manufacturers are part of the consortium, known as MAOSCO. They include MasterCard, Motorola, Siemens, Hitachi, Keycorp, Gemplus and Dai Nippon Printing. MAOSCO claims to be ahead of Visa, the international payment cards consortium, which is working on a similar project using the Java computer language. The MAOSCO group will market a new operating system for smart cards known as "Multos," which will be available on an open basis "to ensure it becomes the standard for smart card issuers in all sectors including finance, retail, travel, media and telecommunications." A single card could carry numerous applications, such as a credit-debit purchases, an electronic cash purse, supermarket loyalty points, a security pass and a rail pass. Customers would be able to download new products or services onto the card via a telephone, automatic teller machine or the Internet, and issuers could tailor cards for applications of their choice. Until now, plastic cards with embedded chips have been used in a range of pilots and national schemes, but these have generally been for a single function, such as stored value cards which can be loaded with money in advance. MAOSCO said the card would have broader applications than financial services — travelers, for example, could use a card to carry electronic airline tickets, air miles and hotel vouchers. Richard Phillimore, vice president of chip-card business at MasterCard International, said the card would help the migration from magnetic stripe to chip cards. "In 10 years, virtually all cards will have chips and all terminals will accept chip cards," he said. (a) Except as hereinafter provld ed, it shall be unlawful for am, person to store, to offer for sale expose for sale, sell at retai possess, use or explode any fire works; provided that the chief o the fire department shall have power to adopt reasonable rule: and regulations for granting c permits for supervised public dis plays of fireworks by the city, fal associations, amusement parks and other organizations.
