But it is deliberately so and done with a light flair for fun and fancy that might well appeal to kids.

Genetically, Mork and Mindy" is a spinoff from an episode on "Happy Days," still one of the tube's smash-hits with youngsters. As Mork. comedian Robin Williams gets to do a wide, sometimes amusing range of crazy schticks, characterizations, voices, impressions and wacky sight gags. Among Mork's Orkian habits is his method of drinking tea by absorbing it through his fingers. when he's not talking to plants and flowers, he's eating them.

His language sometimes degenerates into nonsense syllables the strongest of his epithets being something that sounds like "nimnose." At other times he lapses into imitations of voices that he has picked up on telepath-etically from TV. He alternates quickly between Desi Arnez to Shirley Temple. And when he sits on a chair or couch he buries his face in the cushion and sticks his feet in the air, perhaps pointing them toward Ork. He's Col. Clone, a space stooge.

But he's also a puckish yet often accurate outside observer of what fools these mortals be. This seems like a likely hit on ABC's growing kid-vid comedy parade. It airs tonight from 8 to 9 on WTNH-TV Channel 8. By OWEN McN ALLY "Mork and Mindy," an off-the-wall, often silly sci-fi sitcom which debuts tonight on ABC, sports far more snap aid pop than many a bubble gum show aimed primarily at youngsters. Mork (Robin Williams) is a friendly alien, a highly intelligent being who has been dispatched from his home planet Ork to observe our primitive" society here on Earth.

He has been tapped for this less than desirable sociological project because his incorrigible sense of humor has made him a misfit among the land of the Orks. Mork's leader "old laser breath" as he mockingly refers to him is glad to send this intergalactic clone-clown on this fool's errand just to get him out of his hair for awhile. Mork travels the 60 million light years through space in an egg-shell shaped craft. When it lands with a thud, it marks just the first of the many terrible yolks Mork cracks here on Earth. Mork winds up in Boulder, and meets a lovely, 21-year-old earthling named Mindy McConnell (Pam Dawber).

Mindy is charmed by Mork's innocence, bizarre behavior and spacey humor. She agrees to help him pass himself off as an earthling so that he can observe the curious human race. And he in turn agrees to teach her all about his homeland of Ork. Mindy's father (Conrad Janis) becomes upset when he mistakenly thinks she's having an affair with Mork, whom he suspects is a pot-headed hippie. (Actually, Mork's only contact with pot is the one he sometimes wears on his head back home in Ork.) Mork decides he should study the earthlings' ritual of dating, and seeks advice from the Fonz (Henry Wink- Please see Sunday's TV Week Magazine for regular programs during day to 6:00 p.m.
