D. 18M, nt the <court _liou«e in Carroll of said county, I will, in pursuance of the authority in me vested by law, offer for sole the following lands nnd town lots hereinafter described for the delinquent taxes, interest and costs due at the time of said sale for the year 1893, and prior years, for which the same are •delinquent. WASHINGTON, Nov. 5.—The work pre- ilimintity to carrying into effect the 'nW |incpme tax law u going forward as mp- idly a* its nature will permit, under thtt 'direction of Mr. William H. Pugh, who iin October last was appointed superintendent of the income tax. A number 'of complicating and interesting qiiee- tions have arisen under laws, and anticipating that questions will arise in tlw future of equal importance, it is essential for their solution to understand what has heen the formej legislation pj congress, the decisions of the courts and the rulings of the department npon the the income tax. With this Mr. Pugh has been occupied since his appointment in examining and preparing a digest of the court decisions and the department rulings curtailed tinder their respective headings. He haa also prepared a comparison of all tho former laws upon the income tax, arranged so that all the provisions heretofore made upon the same subject shall appear properly grouped, and anyone at a glance can see the various changes and modifications that have taken place. There have been several acts upon the subject of income tax. The first was passed Aug. 5,1HOI. Under this act, however, nothing was done. The act failed to provide many provisions contained in the subsequent legislation, both as to the subjects of taxation and the methods of collection. Those were provided for in subsequent acts. The second act was passed July 1, 180a. The third act June 80, 1««4; the fourth act ^larchS, 1865; the fifth act March 2. 1867, Under the first act f*M> was the amount reserved from taxation, and the rite of tax was 5 r>r cent on all stuns over that amount. Under the act of July 1, 180'A the amounts reserved from taxation were as follows: • "If the income exceeded $601) and did not exceed $10,000 a duty of 8 per cent on the ainonnta above $OOU. If said income exceeded the sum of $10,000 a dnty of 6 percent npon the amonmt exceeding $600. Under the third act $000 was exempted and the dnty was 5 per cent on the excess. R. Osborne agafyat thestato of Florida. It appears that Florida has a law requiring all express companies doing business in towns of more than !5,OW inhabitants to pay aii annMl tax of $800. Cteborue, ai agent at Jacksonville, Fla., for the Southern. Express company refused to pay this tax. He was arrested nnd required to give bond for his appearance before a state criminal court, which he refused to do, whereupon ho was arrested and imprisoned. He then made application to tho circuit court for release of habeas oorpui, bat the writ was denied and tha arrest and (intention adjudged to bo legal.
