Jolly was 13 years old when his sisters left Charleston By BOB KITTLE Of The Daily Mail Staff The Charleston Kanawha Valley Bicentennial Commission launched a $20,000 fund raising campaign today to finance a variety of projects which will culminate during the nation's Bicentennial celebration next July.

Commission chairman Eugene Harper said the group will solicit businesses, civic groups and individuals in efforts to raise the money. Corporations will be asked to contribute $100 or more: small businesses will be asked to contribute $10 to (25, and individuals will be asked to contribute $2, Harper said. Contributing businesses will be presented with certificates of participation, and individuals will be given decals bearing Water, Sewer Rate Increases Okayed For Martinsburg THE ASSOCIATED PRESS Approval of water and sewer service rate increases that have been in effect six months in Martinsburg were announced today by the Public Service Commission. The increases which the municipal systems put into effect under bond March 5 amounted to 35 per cent in charges paid by 1,530 water customers and 22 per cent in rates charged 1,500 sewer service users. The PSC noted that both systems are old and estimated that capital improvement requirements will amount to $300,000 over the next two to three years for the water system and $100,000 in the next two years for the sewer system.

The rates for the time being will not produce any more revenue than is needed to cover operating expenses, taxes, debt payments and a "reasonable surplus" for improvements, the PSC said. It added, however, that the rates may produce more revenue than is needed after 1977 when the last bonds of a 1948 water and sewer service issue are scheduled to be retired. The PSC ordered the city to file a financial statement showing what its cash requirements will be within six months after retirement of the 1948 is Man Shot Trying To Halt Break In Of Parked Truck Police were investigating today a shooting incident early Sunday on a downtown parking lot. William Legg, of 219 Keystone Drive, told police he and a friend were walking toward his truck Sunday about 3 a.m. when they saw a man trying to break into the truck.

2 Men Nabbed For Shootings; 1 Man Injured A shooting which injured a Charleston man Friday night resulted in a tangled web of events that led to two arrests Billy Joe Ellard, 39, of Columbia Avenue was in satisfactory condition today at Charleston General Hospital with a gunshot wound in the back. Charged with the shooting that inflicted the wound is Oval William Kiser, 57, 401 Ohio Ave. He is in Kanawha County Jail under 55,000 bond charged with felonious shooting. A hearing is set Sept. 29 in Municipal Court.

Police said Ellard was shot at 9:05 p.m. in the Kroger Co. parking lot on Ohio Avenue. Another man Homer Null of Samuels Court was charged with felonious assault and attempted murder in a warrant taken out by his wife, Peggy Sue Null, with Justice of the Peace George Warner. Warner said today the warrant from his court was the result of an earlier incident involving Ellard.

Warner said Ellard and Null's wife went to Null's home Friday about 8:30 p.m. When they approached the house, Null fired three shots at the ground with a .22 caliber pistol loaded with birdshot, Mrs. Null told Warner. Warner said no one was injured. Warner said Null was released on his own recognizance.

A hearing has been set Thursday at II a.m. for Nu.ll.
