Cotter has been a consistently vocal critic of price control ef-fectivenss, particularly food prices.

Agriculture Secretary Earl L. Butz publicly feuded with Cotter several weeks ago over the congressman's call for a meat boycott to drive prices down. Cotter said the Hartford hearing would give the committee a chance to see how price controls have failed in a metropolitan area that is confronted with both widespread unemployment and continuing inflation. If the committee overrules Patman's decision, it is expected Cotter may serve as acting chairman of the subcommittee panel that sits in Hartford. Congressional subcommittees holding field hearings frequently appoint a local member of Congress to preside when the hearings are held in that member's district.
