On the 2.75-acre pier head there is space for sightseeing traffic to drive around, in addition to a perimeter sidewalk and fishing promenade. Two lower level docks have been expanded to include more fishing space and enable visiting yachts to tie up. The building's first level will include rental space for shops, and a lobby centered by a two-story fountain. Second level will house an exhibition area, with the fountain rising in the open center section; third level can be meeting rooms, stage auditorium, dance floor, and food concessions; fourth may be restaurant, cocktail lounge, and banquet rooms; fifth will be sundeck, promenade and glassed-in observation deck.
