System budget officials were instructed by the Schaefer to hold the line on expenses for the upcoming budget restraints. The request is an increase of 2.6 percent, or $38 million, over this year's allocation and includes revenues generated by a 4 percent tuition increase at some of the UM institutions, said UM system spokesman John Lippincott dendum known as above the cur The request is the first budget of UM Chancellor Donald N. Langen-berg, who was hired by the regents Julyl. The $45.9 million requested for new initiatives and programs reflects Langenberg's vision for the 2-year-old system's futyu-e course, said Hoke L. Dr.

Moment was author of several biology and zoology texts, including, "General Biology," which was used at Harvard University and other prestigious schools for many years. Moment of Baltimore; three daugh ters, Sarah Comb, both of Madison, and Jane M. Jordan of San Diego; a sis ter, Ruth N.J.; and eight M.

Atis and Ann M. Cortelyou of Princeton, grandchildren. Edward Freeman of and Myra Johnson, both of Balti more, and Lisa Aubrey of California; a son. Mark Bible Institute in Chicago. Mr.

Turnage is survived by his wife, the former Mary Smith; four sons, Michael Turnage Theodore Turnage Adam Turnage III and Raymond Turnage; a brother, Clarence Turnage; two sisters, Elsie Bur-rus and Joyce Evans; and two grandsons. All are of Baltimore. California; two stepdaughters, Janie Coley of Smithfield, N.C, and Nina Hawley of Wilson, N.C; three stepsons, Tony DeLeonardo of Wilson, Schawn E. Singleton of Troy, and Leonard Hardway of Morganton, N.C; and his mother, Gertrude Free man of Greensboro.
