lb SYRACUSE POST STANDARD, August 5, 1975 PSB Jail Overflow Removed ByJOHNWISNIEWSKI Sheriff Patrick J. Corbett said conditions were calm yesterday at the Public Safety Building jail as the inmate population was being reduced after disturbances Sunday night and last Thursday. two hundred thirteen inmates were in the jail Sunday morning. As of 5 p.m. yesterday, the inmate population was 194, Corbett said.

There are 204 single occupancy cells in the jail. Corbett stated that the inmate overflow had shared a large dormitory type cell. The sheriff blamed overcrowding, inmate frustration in obtaining bail release, and summer heat for the disturbances. Sheriff's U. Michael J.

Goudy III said it was about 11:30 a.m. last Thursday when five of a group of inmates who were exercising on the jail roof refused an order to return to their cells. Extra iail personnel were sent to the exercise area and es corted the five inmates back to their cells, Goudy said. The five inmates, according to Goudy, tried to talk the rest of Cool Customers me group to join in me reiusai. About 6 p.m.

Sunday, "three or four" of the five inmates who had remained on the roof attacked two of the inmates who had returned Joseph Brazill, 16, of 508 Fay Lane, Minoa, and Frank Watson, 20, of 103 Holland Goudy stated. The assaults, Goudy suspected, were in retaliation for Braz HI's and Watson's actions of last Thursday. Brazill and Watson were treated Sunday at Crouse Irving Memorial Hospital for facial cuts and bruises of the body, according Goudy. He added that the assault cases would probably be presented for consideration by a county grand jury. Sunday's disturbance, which ended in an early lock up, included attempts by inmates to set fires and inmates throwing water and debris at jail personnel.

City Court Judge J. Richard Sardine met yesterday afternoon with representatives of the Sheriff's Department (which oversees jail operations), the district attorney's office and various bail release programs. Sardino said the cases of all inmates who come under the jurisdiction of his court were reviewed. In some cases, Sardino said, he reduced bail where possible.
