Robert Roy Elam, 57, was found innocent Wednesday of a' charge of murdering his brother in a tavern gun battle. Elam's brother, Sam. 52, was killed last Aug. 29 in the Oakrest Inn in Laurel. The defendant was acquitted by a jury that deliberated slightly less than four hours in Upper Marlboro Circuit Court. State's Ally. Blair H. Smith charged in his 'closing argument that Elam was guilty of "cold blooded murder in a barroom brawl." SAID MUNICIPAL CORPORATION ON NOVEMBER 9, 1955 The following is a fair summary of the above referred to Resolution: Resolution of the Mayor and Commissioners of- Barton, a municipal corporation of the State of Maryland, adopted pursuant to the authority contained in Article 11-B of the Constitution of the tate of Maryland, and Section 13 of Article 23A of the Annotated Code of Maryland, titled "Municipal Corpora- ions," ax said Section was enacted by Chapter 423 of the.
