The result to follow from the continued success of this policy, will be the funding of the national debt at a reduced rate of interest. Probably between this and the opening of next spring, the Secretary of the Treasury will be able to borrow all the money he may see fit to ask for at four per cent. Something over sixteen hundred millions of the debt is in five-twenty bonds, bearing six per cent, interest. A portion of these have already run five years and can be called in and paid off any time the government sees fit to do so.

Funding these sixteen hundred millions at four per would save thirty-two millions annually in interest. This amount is an item worth saving, and if set apart as a sinking fund, it would extinguish the national debt in comparatively a short period. The financial prospect is certainly encouraging, the credit of the government is daily growing stronger, just as the credit of an individual who is rapidly paying off his debts, improves. The strong grasp of Secretary Boutwell is already firmly fastened on the throat of the repudiators and should not be relaxed till the national credit is in an impregnable condition. Then the reins of taxation should be loosened, the present generation, to a reasonable extent, be relieved of the burden, to allow the generation immediately to follow us, with largely increased resources, to pay something for the priceless patrimony which they will inherit.

Miss Susan B. Anthony has our sympathy. She presents herself for admission everywhere, and is everywhere rebuffed. She seems to think that her very presence exercises a reformatory influence, and therefore she is not at all backward about pressing herself into whatever society she happens to think needs reforming. Last year she made up her mind that the New York Democratic Convention would probably be as corrupt and demoralized a body as ever convened in this country, and straightway she arranged her plans for becoming a member of that notorious gang.

We all recollect with what derision and contumely she was received. She was absolutely laughed out of Tammany Hall, and that by a set of men who had stoutly pretended to be peculiarly friendly to woman's rights. Since then Susan has made herself surprisingly fresh, and has put in an appearance in every variety of convocation. Her last exploit was an effort to gain admission to the National Labor Congress at Philadelphia. She went so far as to ensconce herself among the members, and actually had the hardihood to make a motion.

Such effrontery could not be submitted to tamely, and Susan was ignominiously ousted, on the ground that she had no proper credentials and was not a laborer. Poor Susan deserves pity. She is a woman of remarkable energy and considerable attainments. She has a fierce tongue which is always in motion. She is thoroughly in earnest on the woman question, as thousands of audiences have learned to their cost.

Mr. Welles, of Philadelphia, offered the following resolution Resolved, That the action of the Convention refusing to admit Miss Susan B. After considerable debate on the resolution the President declared that Miss Anthony was entitled to a seat, as she was a delegate. Chicago.

Chicago, Aug. 17. A dispatch from Des Moines To the Chicago Tribune says that a report comes from the west, through a pretty straight channel, that Granville M. Dodge, the Chief Engineer of the Union Pacific Railroad, was telegraphed to by President Grant, the dispatch overtaking him at Cheyenne, offering him a place in the Cabinet ad Secretary of War, and giving him two weeks to consider the matter, Gen. To keep up this style and extravagance in living, it required an outlay of no small amount of funds, and consequently his expenditures ran far in advance of his receipts. Notwithstanding his receipts were enormous, he was borrowing money from different sources to meet his demands, and was always in debt.

Since the war, business has become dull and his receipts were rapidly diminishing.and in this condition he was compelled to embezzle the bounties and back pay due the crippled and other soldiers, and rob the widows and orphans of the dead of that which is so justly due them in their poverty. One of these poor fellows who refused to be thus robbed had the gentleman arrested and tried, with the result as above stated, and had it not been for these three lawful men who dissented from the other nine, and who only winked and sympathized with his raseality.O'Brien would have been convictedjand sent to jail, the legitimate abode for such drivelers but he stands convicted, at any rate by the citizens of this city, for his treachery and criminal conduct His business is stopped here in consequence of the departments at Washington refusing to recognize him, and he has left the city a defaulter of more than $10,000, and a criminal fleeing from justice, a stigmatized and degraded man.
