GOP Has Slim Edge in Legislature By Latest Count By LUTHER F. BUVEN Republicans apparently retained control of the Onondaga County Legislature by a slim 13 to 11 margin in Tues day's election. Initial election night tallies, had indicated the body would be deadlocked 12 to 12. Democrats, in wresting control of the Common Council from the Republicans in Tuesday's voting, also won the right to choose a $15,000 a year city clerk to replace Republican Louis Adornato, and a $10,500 a year deputy city clerk to succeed Ray Owens. Former acting city clerk and deputy city clerk Pauline Norman figured in the Democratic speculation.

Despite disclaimers, newly re elected Mayor Lee Alexander, who beat Republican John O'Connor by better than 2 to 1, has been propelled into next year's Democratic state ticket picture. Alexander, who won by more than 18,287 votes, has said several times he won't take a place on a state Democratic gubernatorial ticket in 1974. Party leaders, however, always seeking a youthful, articulate major Democratic office holder Upstate who is a proven vote getter, are certain to rank Alexander high on their list of potentials for lieutenant governor or at torney general next year. State Sen. Martin S.

Auer, Onondaga County Republican chairman, said yesterday he expects to resign before the end of the year. County Legislator Nicholas J.
