The FCC also proposed to modify and eliminate its standards for cable TV franchises by local authorities. At the same time, the commission suspended its March 31. 1977.

deadline for certification by stations existing before 1972, when the FCC lifted a freeze on new systems and laid down extensive new rules. The FCC did so because it doesn't expect to act in time for new standards to -be put into effect by March. The 1972 rules require cable TV systems to get certificates of compliance from the FCC before beginning operation, adding new television signals or at the expiration or substantial modification of franchises. The March 31 a i was suspended only for franchise purposes. This prompted Chairman Richard E.

Wiley and Commissioner James Quello to say that svhile they join the 7-0 decision they question the need for filing of signal carriage information by the cider systems by March 31. and Quello also doubted the wisdom of considering lowering the present franchise fee limit which local franchising bodies may impose. Wiley said ho is concerned that "high local franchise lees may burden cable television to the extent a it will be unable to carry oiu its pan in our national communications policy." The FCC seeks comment on whether current practices have made unnecessary the necessity of several franchise standards it laid down and asked a series of other questions. Under its suspension order, for existing cable systems, regardless of the expiration date of the certificate, no filing is required unless the system wishes to pick up television station. Existing cable systems not previously certified must file before March 31 an application containing information required, except that relating to franchises.

New cable systems must fik applications containing information required except franchise related statements.
