Stonger attended public school in Marcellus. He taught fifth grade at Stonehedge Elementary School from its opening in 1962, and was appointed assistant principal in 1967. Mr. Stonger became principal in 1969. He received a bachelor of science degree from the State University College at Oswego.

Mr. Stonger was a member of the National Association of Elementary School Principals, the West Genesee Administrators' Association, and the School Administrators of New York State. He was a member of Phi Delta Kappa. Surviving are his wife, the former Carol Bellanca. his father.

Harold Walter ter, 88, of 414 Village Drive, who died Saturday at Silverman Hospital, will be at 9:30 a.m.

tomorrow at Keegan and Osbelt Funeral Home and at 10 a.m. in Blessed Sacrament Church. Mr. Walter was born, in Syracuse and had lived in New York City for 30 years. He had returned to Syracuse 15 years ago.

He had retired as a detective lieutenant for the Pennsyl vania Railroad, where he worked for 40 years. He was a communicant of Blessed Sacrament Church. Mr. Walter is survived by his wife, the former Gertrude Egenhofer, and several nieces, nephews and cousins. There will be no calling hours.

Bouscaren said "When will it stop?" he asked. Bouscaren, professor of political science at LeMoyne College, was one of the speakers at the Captive Nations Council of Syr acuse dinner at the Tyrol Club in Solvay.

"Most of the captive nations inside the USSR were conquered during the period 1917 24," Bouscaren said. Hawley Avenue Man Is 'Critical' After Fire A man burned in a fire Saturday night on Hawley Avenue was in critical condition last night at University Hospital Officials said Melvin Lee Ramsey, 47, of 440 Hawley had burns over 45 per cent of his body, along with serious injury to his respiratory system because of smoke inhalation. Fire units were called at 8:17 a.m. and Hickok said the blaze was brought under control in about 30 minutes. He said Mrs.

O'Mahoney ran with her two young children to a neighbor's house after discovering the fire. Her husband. Thomas, was not at home.
