Wednesday, Nov. 18, 1970 Postmaster Gives Yule Mailing Tips Much Christmas mailing already has been done to conform with overseas mailing deadlines and to take advantage of lower parcel post rates, according to Carroll Postmaster B. G. Tranter. Packages mailed before Nov. 14 saved the customers 15 cents on every dollar. While some deadlines insuring on-time delivery of Christmas already have expired, there is still time to get parcels and cards into the Christmas mail stream. On mail for armed forces overseas, SAM (Space Available Mail) must be sent by Nov. 20; PAL (Parcel Airlift) parcels, by Nov. 27; airmail, parcels and greeting cards, by Dec. 11. For domestic mails (except Alaska and Hawaii) to distant states, parcels should be mailed by Dec. 1 and greeting cards by Dec. 10. For local and nearby areas, parcels by Dec. 11 and cards by Dec. 15. Surface mail parcels to Alaska and Hawaii should be mailed by Nov. 30, cards by Dec. 4. Deadline for airmail parcels and cards to Alaska and Hawaii is Dec. 14. Remaining deadlines for international mailing are as follows: Canada and Mexico, surface parcels, Dec. 4, air parcels, Dec. 16, and greeting cards, Dec. 9; South and Central America, and Europe, air parcels, Dec. 14; Africa, Near East and Far East, air parcels, Dec. 10. The term "Armed Forces Overseas" includes personnel of the armed forces, members of their families and United States civilians employed overseas who receive their mail through an A.P.O. or F.P.O., New York, San Francisco or Seattle. Packages being sent through SAM cannot weigh more than five pounds or be more than 60 inches in combined length and girth. PAL parcels have a maximum weight limit og 30 pounds and the 60 inch combined length and girth restriction. Parcels mailed under the PAL system are shipped by rail or truck to a port city and then airlifted overseas on a space available basis. A number of items are prohibited in mailing to overseas military addresses. Among these are matches of all kinds and lighter fluid. In wrapping packages to be sent through the mails, the postmaster recommends that boxes of wood, metal, solid fiberboard or strong double-faced corrugated fiberboard should be used. All fiberboard boxes should be securely wrapped in heavy paper which materially strengthens the package; and each box should be tied with strong cord. Sufficient cushioning material should be used to prevent the rattling or loosening of articles within the package. Unless tightly filled, postal regulations point out, boxes are apt to be crushed. Postmaster Tranter urges that persons mailing packages put a slip of paper inside each package which bears the name and address of the person to whom it is being sent and also the sender's name and address. "We could cut the loss of packages in half if mailers would use this simple method of identification," he has stated. To enclose a letter inside, the Postmaster suggests marking the parcel "letter enclosed" and placing the postage for the letter near this marking. The importance of using a complete and legible address on all mail, using Zip Code, also is stressed by the Postmaster. If a Zip Code is unknown, it may be found in the directory in the lobby of the Carroll Post Office or by calling the special Zip Code information service number, 792-2341. If the address is an apartment building, the apartment number should be included in the address of all mail.
