Third Presidential Residence A 14-story apartment building to be called Madison Manor rises between 23-story Jefferson Towers Apartments and 20-story Harrison House in the Presidential Plaza area of downtown Syracuse developed by Reynolds Metals Devel L.T. Eagan and Edward G. Eagan are optimistic about the outlook for Eagan Real Estate in 1975. As we take a brief look back over 1974, we can see that the real estate industry has gone through some extremely trying times. The mortgage market certainly slowed down in availability due to the continuing change in the money market.

The energy crisis hit the housing industry in the form of Fewer housing starts due to the natural gas shortage. Realtors in Syracuse and Onondaga County continued to work through legislative channels to, help make a better housing market for the consumer, thereby aiding all aspects of the real estate and building community. Realtors continually sought more progressive legislation pertaining to the antiquated usury laws of New York State. A change in these laws could help produce a more plentiful supply of money, thereby giving more consumers the opportunity to purchase a home of their own. As we enter 1975, one major problem seems to prevail above all others, and that is consumer confidence.

If we take a look at some of the optimistic signs that may be present in 1975, we could certainly conclude that maybe the housing industry has already begun the turnaround. The federal government indicates that one of its major priorities is housing. Already, we have heard lending institutions indicate that the money supply should be adequate during the next few months. Jhe Multiple Listing Service of the Greater Syracuse Board of Realtors indicates that the listing supply should be plentiful. We continue to recommend the use of realtors in all real estate transactions.

Now, more than ever, it is important because of extremely complicated changes in the real estate business, 'and in the procurement of mortgage money. Realtors, concerned about the consumer's best interests, continually keep themselves aware of changing conditions in the marketplace. During my initial year with Merchants Bank, I have been able to learn much about Syracuse, its surrounding communities, its people and its industries. My knowledge of Syracuse is due in large part to the help and concern given to me by Thomas W. Higgins. Mr.

Hig-gins transferred the chief executive officer position to me as of Jan. 1, but he will remain with us as chairman of the board. This means that all of us, customers and employes alike, will continue to benefit from his 40 years of experience in banking and service to the community. I'm impressed with Syracuse's diversification of industry and lack of any one firm dominating the economy. The city is blessed with one of the lowest unemployment rates of any community in New York State.

The year 1974 was a difficult one at best. Early in the year we experienced the gas shortage, which, in retrospect, might well be thought of as symptomatic of things to come. There followed regular announcements regarding increases in prices and the cost of living. During this period banks were faced with an extremely high cost of money. This led to -rapid changes in banking's prime interest rate to an all-time high of 12 per cent.

In the fourth quarter of 1974, the new 1975 car announcements were met with buyer apathy, and this was followed by a steady stream of communications regarding companies either laying off or furloughing employes. As we closed the year, unemployment was at a 7.1 per cent national level. During this period of time the building industry suffered a decline in housing starts and new construction and cost overrides on projects under way. While the events of 1974 cause us great concern, what about 1975? The year 1975 will bring to the community our 26th Merchants office, on Court Street, in the Lyncourt area of the Town of Salina. Within lte miles of this new branch are some 220 commercial businesses (including Syracuse China and the Fisher Body Division of General Motors), two shopping centers, and more than 8,000 residents.

A significant program we'll be introducing to the community in 1975 is the "IF" program, designed to aid our customers in this era of inflation.
