(UPI) Governor Rockefeller has taken steps toward coming to grips with the problem of who judges the judges. In his wide sweeping proposals for court reorganization Sunday night, Rockefeller called for a permanent nine member commission to deal with judicial conduct.

A statement supporting the bill said "The need for public confidence in the courts and their judges cannot be overstated. Maintenance of this confidence requires the existence of a strong, respected commission readily capable of receiving and acting promptly, fairly and decisively with respect to complaints of judicial misconduct." Presently, the court dealing with judicial misconduct must be constituted for each case. There is no permanent staff to receive and process complaints. The proposed body, which could initiate probes on its own, could recommend disciplinary action ranging from informal criticism to removal. The commission would consist of six members appointed by the governor, three of them attorneys and three laymen, and three judges appointed by the chief judge of the Court of Appeals.

Each member would serve a four-year term and receive $150 for each day he worked on commission business, with a limit of $10,000 in any one year. Visitors to the vast caverns in the national park rode the final few miles to the caves in a bus.
