Flag Cha rge Dismissed (Special To The Post-Sttndtrd FREDONIA Village Justice Rocco Crise Wednesday dismissed the charge 61 contemptuous display of the American flag against a 21- year-old Fredonia College junior from Liverpool. The defendant, James A. Conklin of Liverpool, was arrested at about 5:30 p.m. Saturday on Newton Street here by State Trooper C. R.

ALBANY Possibility of constructing a new Onondaga County Historical Museum building on a site near the old French fort on Onondaga Parkway, Syracuse, loomed stronger Wednesday as Gov. Sardino thoroughly to investigate the incident. "I want a complete report of all that happened," said, the mayor. "I want names every boy and girl that had any part in the disturbance.

I want every one identified. Then we'll know who was responsible and where to put the blame." The mayor rode the single bus that took the black pupils out of the school grounds behind policemen walking ahead of the vehicle. He was accompanied by Sardino. Both stayed on the bus during the trip downtown. One by one the pupils were dropped off without any incidents reported along the way.

Even after reaching his of- fice--the mayor left the bus at E. Fayette, E. Genesee and S. State streets and walked from there to City Hall he felt a concern for the four pupils reportedly injured and taken to hospitals. Alexander insisted on going to each of three hospitals where the pupils were admit: ted and talking to them.

He said he was informed three were whites and one a black girl. The latter passed out inside the school and was re-. moved by ambulance. The mayor said he went to the school on learning of the outbreak. He arrived at about 1:30 p.m.

He spoke from school steps to the white'pu- pils assembled on the grounds and urged them to select three representatives to go in- side the school for a ence with a like number of black pupil representatives in an effort to "cool" the situation. His object, he explained, was to get both sides of the story. He then addressed the. 50 to 60 black pupils who were inside the school, he said, all of whom were in a state of The blacks chose three of their number. A confused situation fol- lowed, according to the mayor's account He said he understood a black youth from outside the school attacked two white youths.

It was obvious that his conference did cot accomplish all that was intended. The mayor said he ap- peared a second time on, school steps appealed to the group of white pupils assembled to go home. He told them he, intended that a thorough investigation would be made of all facts and circumstances leading to the dis- turbance. Besides the mayor, other City Hall officials who went to the scene were Corporation Counsel Edward P. Kearse and Asst.
