Russia is about to recognize as legitimate the emigration of her surplus millions to countries other than those in Europe and the Ministry of Commerce today submitted to the Cabinet a bill to abolish some of the penalties hitherto attaching to unauthorized emigration. The bill in its preamble specially refers to the 281,000 emigrants from Russia to America last year and also to the' fact that $50,000,000 was remitted to Russia in 1913 by Russian subjects who have settled on the other side of the Atlantic. In place of the expensive passports which heretofore have been necessary to everybody desiring to depart from Russia permits will be issued at the cost of only 10 cents in the future. The lines of $7.50 half yearly until now inflicted on absentees who have been more than six months abroad is to be abolished in the case of those returning on board Russian steamers. The bill also provides for the establishment of a fund to assist emigrants in Russian ports and abroad and for the appointment of a special commission to defend their Interests in foreign 1 Emigration agents by one clause of the bill are made liable to imprisonment for holding out false inducements to( emigrants.

More high officials of Mpbuilding companies were sentenced today for forging documents and bribing Japanese naval officers to. influence the allotment of construction contracts. Kenzo Iwahara, former manager in New York of the Mitsui Products Company, and Vice-Admiral Tsurutaro Matsuo (retired) were each sentenced to two years' imprisonment, while Gilchi Iida, managing director of the Mitsui- Compuny, and Jotaro Yamamoto, of the, same concern, were sentenced to 18 months each. i.ne THE KING IN A CONFERENCE Expected To Throw' His Influence -Toward Amicable Settlement Of Long, Great Question. London, July 18. King George who has been making great efforts to bring about a- settlement of the Irish home rule crisis, decided this morning to postpone until later In the day his proposed visit to. the great British fleet now lying at Spit- head. This he did bo that he might be on hand in London to receive early reports of developments in the conferences going on between the various, party leaders.

It is understood that when the opportune moment arrives his Majesty will throw his great influence toward the side looking for an amicable settlement. "The belief prevails that such a settlement is not far off and the Liverpool Post, one of the best-informed newspapers on the Government side, goes so far as to say: "There is really an arranged settlement of the Irish question. Details have yet to be adjusted, but the broad facts can be regarded as fixed." Other authorities do not go quite so far, but satisfy 'themselves with the statement, "There is a near approach to a settlement." The Government is believed to have of fered the Unionists, in case they agree to abandon their demand for a "clean cut of the Province of Ulster out of the operations of the Irish Home Rule bill, to ar range that the whole of Ulster, with the exception of the county of Tyrone, which has a great Catholic majority, should vote as a single entity on the question of exclusion from the home rule government. The Unionists demand that Tyrone shall be included in this arrangement and this has been the cause of the deadlock. Premier Asquith and Augustine Birrell, Secretary of State for Ireland, who are carrying on the negotiations on behalf of the Cabinet, have remained In town for the The Premier today had another audience with the King.

New York, July 18. Ten thousand dol lars of a promised fund of $100,000 was forwarded today by the United Irish League of America to John E. Redmond to be used for the Nationalist cause in Ireland. The full amount of the fund was pledged at a recent meeting of the national execu tive committee in this city, and the league has begun a campaign to stimulate the cities which have promised their support into prompt payment of their obligations.
