27, 1S47 In the House, the first legislative matter, was another of those complex questions, in refe rence to the rules of order, crowing out of a motion bv Mr. Murray, to have placed upon the iournal an order offered by him yesterday, explanatory of a "standing rule," which was ruled out of order by the speaker at the time, and no appealing having been then taken therefrom, in accordance with custom the clerk did not spread the order upon the journal, but merely noted the fact. The speaker decided that the matter could not go upon the journal, upon a motion to amend the journal, but might come up as an order, when in order. Alter some debate, making of points of order, and explanations from the chair, Mr. Swan moved to lay the whole subject upon the table.

Mr. Murray said that would accomplish the object of getting his original order placed upon the journal. The motion to lay upon the table was carried by bl ayes to nays. The following petitions were presented: By iUr. iiayden, relative to tences in Howard Uis trict; by Mr.

Swan, against the arrest and im prisonment of non-resident debtors by non-re sident creditors; by Mr. Davis, asking to be re-funded certain money; by Mr. Turner, of Fred erick, relating to the school fund; by Mr. Cle- ments, relative to the free people of color; by-Mr. Smyth, on the same subject; by Mr.

Jones, of Somerset, for a modification of the license law. The following bills were reported: By Mr, Swan, relating to arrests in civil cases; by Mr. Orrick, in favor of Thos. D. Cockey, and for incorporating the Mutual Late Insurance com pany; bv JVicL-omas, incorporating the rel Air Turnpike Road company.

Mr. Donaldson from the committee, made an unfavorable report upon a petition from citi zens of Harford couity, for a repeal of the tax laws The following bills were passed: A supple ment to an act incorporating the Planters' Mutual Insurance Company of Washington county; authorising Isaac Clare, of Baltimore city, to sell certain property, (as passed by the Senate); incorporating the Washington "Manufac turing Company, (as passed by the senate); incorporating the Roxbury ManufacturingCom- pany, (as passed by the Senate); incorporating the Uonowingo Companv; supplement ary to an act making roads in Baltimore and Harford counties; in favor of Charles S. Wil hams, of Charles county, for building an en gme house at Hagerstown Notice of intention to ask leave to report a bill was given by Mr. Patterson, of Baltimore city, to incorporate the American Lile lnsur ance Company. An order to suspend the afternoon session for this day, gave rise to various questions of order, views in construing the "standin rules," bearing thereon, and a debate.

Ihe order was finally adopted. This was no sooner settled, than Mr. Murrav rose, and commenced some remarks, prefatory to submitting a proposition. Objections, from various quarters, were made to his remarks, and calls were made for the reading of his pro position. Much contusion, lor a time, pre vailed, but the speaker promptly restored order.

Mr. M. then read a message proposed to be sent to the Senate, setting forth certain alleged diserepencies in the bill of last session, creat ing a lottery for the erection of a turnpike road, from Westminster to the Pennsylvania line, as passed and pubhsned; and asking a re jection of the confirmatory bill passed by the present House, and now pending before that body. After sundry new motions, Sec, the message was decided to be out of order. A motion was then made to adjourn, but lost, (with a view to get up the bill relating to the public debt.) An ineffectual effort was made to suspend the rules to take up the senate resolutions ap pointing directors in the and cusque hanna Kailroad Company The Speaker presented letters from Philip Barton Key, prosecuting attorney for the Dis trict of Columbia, and Hon.

Thomas H. Ben ton, in reference to the case of Thomas v. Le Grand. Efforts were made by Mr. Dunkinson, to set up a bill relating to the tobacco fund; by Mr.

Murray, a bill for electing a lieutenant govern or; by Mr. liisteau, a bill relating to the keep ing ot the record olhce and court house of Lai timore city ana county, During this time numerous motions were made to suspend the rules, to get at them, and other propositions, and the ayes and nays occasionally called; and opposition made, upon the ground, as suggest ed by Messrs. Swan and Donaldson, that there were important public measures desired to be taken up. But Mr. Risteau pressing his motion, Mr.

Swan, (speaking to the House,) under some evident excitement, said that gentlemen might do what they pleased to stave off the re- sumption bill, but he could assure them that the friends of that measure would stay here till they gained their object, and oppose all motions to suspend or adjourn. The Speaker called Mr. S. to order. Dr.

Orrick, during the temporary confusion, remaked that he would tell the gentleman, he might stay, but and the sentence was lost, from the sound of the Speaker's gavel, and his call to order. The motion to suspend was lost The Speaker then went on to announce the next bill on his desk, as in order. Mr. Swan repeated his motion to "lay that aside also." This was followed by a motion to adjourn, which was lost, and tiie bill was laid aside, This course was repeated, and repeated Mr. Swan, finally moved to proceed to the consideration of the motion, (previonsly made,) to reconsider the vote upon the bill relating to the public debt.

The roll was called, and the doorkeeper sent for the absent members The absent members being brought in, a debate on points of order arose. After some debate as to who was entitled to the floor, the floor was given to Mr. Frederick, who was about to make some rc- marks, but being interrupted by Mr. Owens' raising a point ol order, Mr. 1 urner moved the previous question.

Mr. Owens (who made the original motion to reconsider) rose and said, "Mr. withdraw the motion to recon sider. Ihe fcpeaker declared the gentleman could not withdraw the motion, while the pre vious question was pending. Mr.

Murray ap pealed irom mat decision, as the question upon the motion to reconsider had never been con sidered by the House; it had not become the property of the House, and consequently under the control of the member making the motion; and argued thai the chair had so decided. Mr. Owens followed in the same train of argument. Mr. Duckett contended against going behind the previous question; but should meet gentlemen, and argued that the original motion reconsider was within the control of the House the House bad decided to correct the journal to make it so appear; and, secondly, in the present case, when the ques tion came up, it was distinctly asked, by two gentlemen contending for the floor, what the question before the House was, and the chair having stated it to be "a reconsideration of the vote agrainst engrossing the bill," clearly indi eating the province of the House to govern the matter.

The chair argued the motion to withdraw, to show how, if admitted, it might work a fraud. Mr. Spencer moved to lay the appeal from the decision of the chair upon the table; which was decided in the affirmative, by 44 yeas to 36 nays. Mr. Owens moved an adjournment; lost, 26 to 49.

The question then recurred on Mr. lurner's motion for the pre vious question. The motion to reconsider having been carried, Mr. Sherwood moved the reference of the bill to the next General Assembly. The chair decided that it was out of order, the previous question having been made, covered such a motion. Mr. Murray then moved to lay the bill on the table, but it was lost by 36 to 45.

Amos Kendall, Esq. presided at the meeting, and a series of resolu tions were adopted, drawn up by that gentleman, stronfflv siinnnrtinTth inici i ous prosecution of the war, and declaratory of the duty of all to unite the consummation of all measures having that obiect in view; but as to the press, the sum total of the sentiments on that point, which came in at the close ot the resolutions, was to the effect, that, if the Sen ate intended by their act to affect the adminis tration, it would be futile; and if as a mere matter ol personal chastisement to Mr. Ritchie, it was unworthy of its dignity, and had better lor its own sake been let alone. Mason to amend the fciii by striking out all after the enacting clause, and inserting a substitute authorizing t-e President to employ the public vessels of the United States in of charge, the previsions raised by private contribution, was passed bv a vote of veas 27, nays 13. The bill appropriates $500,000 for this purpose. Tee Senate then proceeded to the consideration, es in committee of the whole, of the bill making appropriations for certain fortifications of States for the year ending 30th June, 1848. Tre bill was reported to the Senate, and was ordered to be engrossed for a third reading, and was, by unanimous consent, read a third time and passed.
