Gates, the Junction House at Essex unc first high resolve and decided not to summon Congress, but upon his individual responsibility to re-establish the civil governments at the South, his most favored and trusted counsellors were the prominent leaders of the party that had fiercely contested his election. Since that time there has not been a democratic newspaper, or a distinguished Democratic leader that has not openly recognized the President as the special instrument and representative of the Democracy. The Democracy has been the loud mouthed defender of the illegal State Governments at the South, of the Amnesty Proclamation, of his undue clemency to the Rebels, the panegyrist of his coarsest and most brutal "stump" harangues the Democracy has justified his vetoes of the Freedmen's Bureau and Civil Rights Bills, and in brief every point in his warfare with Congress, -a warfare that was the result of their direct encouragement. The Democrats in both Houses voted for the President's pet measures, and the Democratic Conventions lost no opportunity of sending him their compliments in shape of laudatory resolutions, and Democratic victories were openly announced as triumphs of "my policy." In this view it is altogether too late for the Democracy to try, with brazen effrontery, to rid themselves of the responsibility of their long association with the President in his constant coarse of defiance of the will of the people, which the President and the Democracy vie with each other in hypocritically pretending to respect.
