Porten was unanimously elected chairman of the Cayuga County Board of Supervisors Wednesday and immediately outlined a four- point program he hopes is accomplished during 1963. The Republican veteran from the 10th Ward is only the second city supervisor to be elected to the high post, Henry Tamburo being the other. Another was appointed during a year's term.

Porten listed on his program the approval of permanent' personal registration, a cost program for the establishment of a commissioner of jurors, the completion of a program for the construction of a County Office Building, and renovation of the bathing beach at Emerson Park with plans for supervised skating facilities. Unanimous Vote After both parties caucused, Ralph Davis, Town of Spring- Port Republican, nominated 'Porten. Democrat J. Harry Lacey of the Town of Scipio seconded the nomination. The vote was unanimous.

This was the first time in several years that the minority Democratic Party did not put up a "token" candidate for the position. After being chosen, the new chairman was escorted by Darus Brown and George F. Shaw, for the Republican and Democratic Parties respectively, to the chairman's seat. He was wished good fortune during the year by retiring Chairman Fay Burghart of the- Town of Sterling. Eaton Named Highway Chief MUNNSVILLE The Town Board of Stockbridgc met in special session New Year's Day and named Herbert Eaton to serve as town highway superintendent.

Eaton succeeds Edwin Spaulding who resigned after being named to serve as Republican election commissioner in Madison County. He will complete Spaulding's term, which expires Dec. 31. The post will be filled in November. The Town Board mot with the chairmen of the Republican and a town committees.

His late father was a New -York State factory inspector when the family moved from Seneca Falls to Olean. In federal service since 1927, Winkle was a lieutenant commander- in the Navy during World War II. He joined the Internal Revenue Service in 1Q34 and became assistant commissioner in charge of technical activities in 1951.

After graduating from the School of Law at Georgetown University in Washington, Winkle entered private law practice in 1858, Treasury Secretary Robert Anderson awarded him the "Exceptional Civil Service the Treasury Department's highest service award for career officials. Surviving are his wife, Virginia; two daughters, -Mary Claire and Kathleen, of Washington: a brother, George Winkle; a sister, Miss Helen Winkle, both of Washington; an aunt, Mrs. Margaret Winkle of Rochester, and two spusins Maynard Winkle of Seneca Falls and John William Kirk of Waterloo.
