Galveston Starts a Movement for the Organization of Another Company. Galveston, May 16. To-night preliminary steps were taken for the organization of another military company in Galveston, which it is more than likeiy will form a part (as infantry corps) of the Galveston artillery. Jeff Tiernan Is at the head of the movement. Those already enrolled form the bone and sinew of tbe city's youth and chivalry, and they propose to bind hemselves by personal obligation to act as a unit, and when the organization is completed will at once commence drilling.

AT GALVESTON. Galveston, May 16. The decline of the New York cotton futures at the opening of the cotton exchange thi3 morning created quite an excite ment on the Galveston board lor a short time. At 12:30 the bulletin board at the cotton exchange showed decline of 18 points on May options, and 9 points on June and July, as compared with yesterday's highest quotations. The average decline on all options, from May to December, was about 7 points at New York, but the Galveston market showed a decline of only I five points.

Towards the close, the New York market improved on its becoming known that the banks were loaning money more freely. The Liv erpool cotton marKet nas so lar snown 1 no indications of having been affected by the financial flurry in New York. Grain, cotton and money markets were all stronger and better at tne close of to-day's dealings. Newark. May ie.

The reputation of the firm led to over-confidence and carelessness in obtaining the necessary in vestments. The box securities or tne bank are kept by the firm, which ought to hold government bonds. Instead it onlv holds personal property, not of equal value nor nearly as salable. London, May 16 5:40 p.

Mr. James was of fered assistance, but he declined it.

WILL PAT IN FULL. Kansas Citt, May 16. All traces of yesterday's flurry in banking cir cles have disappeared. The banks are paying in full to-day, and business this morning proceeds as usual. The plan of partial payment adopted yes terday was simply a precautionory measure, and was dispensed with as Boon as confidence was restored.

New Yokk, May 16. ashington advices state that the sub treasury here reports only Sloy.OCO in bonds offered for redemption under the Fol ger proposition to redeem by antici patingthe date ot the calL The ex cess in the treasury is now 6o9, of which millions is above the legal reserve; therefore, there is sufficient for another call, if necessary. The clearing house banks have agreed to advance twenty mil lions of dollars on government bonds, if necessary, to protect the market. At the sub- treasury large amounts of greenbacks for silver certificates are being paid out to the savings banks. The ex citement at several of the Brooklyn banks has calmed down. Nothing that could be called a run on any of the savings banks took place to-day. The Atlantic Stats Bnk, Brooklyn, was open to-day, but no business was transacted. 1 he nann examiners have got through, and found everything all right, and the capital of the bank unimpaired.

Boston, May 16. The oflice of Hawley Co. was thronged this fore noon, including many laaies. ine as signee is in charge, and Hawley is at the stock board to-night to2arrange matters. The fact that the transfer of the books of the Atchison, Topeka Santa Fe railway reopened to-day, makes his task onerous, as the hrrn was dealing heavily in Atchison, Topeka Santa Fe securities.

Therefore it will have many transfers to make and it will be several days before the status of the firm is learned. Its resumption is impossible, add situation 2:45 p.m. All quiet. Orders were cabled by -eligman for the ship ment from Europe of one million of francs in Napoleon3, and probably a hundred thousands pounds in double eagles will be shipped from London. The buying of stocks for foreign account was again quite heavy, and between 40,000 and shares were taken. About 11 a. the announcement was made of the failure of H.

C. Hardy Son, bankers and brokers, and there were rumors that a prominent house was in trou ble. About this time also the failure the Newark savings institution announced, and a drive was made against Lake Shore and New York Central. A Vincennes, special to the Post-Dispatch says; The fire at Peterburg, fifteen miles south of this city, destroyed the block containiug two drygoods stores, hotel, grocery, agricultural implements' house, newspaper oflice, beiides several law and doctor offices. Insurance, from $50,000 to New York, May 18 The Papa-choa? mill at Worcester, woolen and yarn, burned yesterday. Loss, 615,000. Some persons, most of them women, were injured by leaping from the windows of the burning building. Several of the wounded are likely to die, and it is feared that dead bodies will be found in the ruins.

THE HOUSTON IJIULL. The distribution of the $.5,000 Prize. Houston, May 16. The committee appointed by the Light Guards to distribute the first prize ot $5,003 among the visiting military companies who participated in the interstate drill reported that they had excluded the Light Guards and Washington Guards of Galveston.as they won state prizes, and that they had sent certified checks to the different commands as follows: Treadway Rifles, 8250, they having won the second prize of Columbus (Ga.) Guards, 8150, they having won the third prize of $5C0; Mobile, Rifles and Montgomery, Greys, JjJlJoO, neither company having received a prize. The Houston Light Guards held a meeting last night and unanimously ratified the action of the committee.

It appears Monroe Gray rented a farm near Smith's Landing from William Ditch. This morning Ditch visited Gray on business, and alter some conversation, Gray went out to look after his stock. Returning shortly after, he found his wife and Ditch in relations not permitted by the habits or good society, and immediately drew his pistol, and shot and killed both his errine spouse and her betrayer.
