Allende Kremlin's Key Man, Not Castro- Trouble for U. S. in Latin Area as Reds Widen Wedge in Chile By LEON DENNEN (NEA Foreign News Analyst) UNITED NATIONS, N. Y. (NEA) — Chile's independent press faces a bleak fu! - under the new Marxist-Leninist regime of President Salvador Aliunde, and Santiago's .".Jest and most influential daily, El Mercurio, is "ikely to be the first casualty. But is Allende, nominally a Socialist, actually a hard-line Communist? Or is he merely a reform- minded politician whose policies are a "blend of nationalism and Marxism," as some U.S. officials and commentators believe? According to Moscow's global propaganda journal, New Times, the 70.000 members of Chile's disciplined Communist party were the core of Allende's "Popular Unity Coalition" and the real architects of his electoral victory. The new Chilean government "will mean more trouble for the United States" in Latin America, New Times predicted. Allende claims that he is and always has been a true democrat. But specialists on communism have long been aware that he is a veteran of the Communist International and very much a pro-Soviet politician. He is the Kremlin's key man in Latin America — not Cuba's unpredictable romantic, Fidel Castro. In fact, for the past five years Allende has been groomed by Moscow as the "Ho Chi Minh" Times Herald, Carroll, la. Wednesday, Nov. 11, 1970 of the western hemisphere. It was they who convinced the Chilean Communists and Socialists to adopt a mild "reformist" program and unite in their support of Allende. On the ideological level, the Russians believe that Allende's victory bears out the "correctness" of their policy toward Latin America. They never approved the • extreme revolutionary course espoused by Castro. in Moscow's view, liberal nationalists are on the rise in Latin America and the best Communist course is to back them, taking advantage of their anti- U.S. inclinations.
