MARTIN CRITICIZES EARL GREY London, March 4. (C. P. Hon. Joseph Martin wished to place another, question on the notice paper with reference to Karl Grey's speeches on the Canadian navy policy.

He pointed out with reference to the allegation in the reply to the lust question the speech was incorrectly reported, because no shorthand writers were- present, that a verbatim report of Earl (irev's remarks at Retina appeared in the Times of October 6. 258-260 PORTAGE AVENUE, WINNIPEG kind that the Western Canada Press Association had come Into existence The country weekly oftem reaches people which the great city dally doea not. The city editor often goes to hia country exchanges for expresstona of opinion and for a judging of the public sense on questions, which but tor them he could have no means of gathering. Mr. Osborne spoke strongly against doing cheap work. He advised the editors to be chary of givljig the free wrlteup which as a "good fellow" he was so often asked for.

He considered home and local news should be the features of the country paper. Outside and telegraphic dispatch might be safely left to the city dailies to look aJter. The country weekly should strive to give its subscribers value for their subscriptions. If they get that they will not be backward In their support. Church Notices.

Charles Hynds had a few words to say on the subject of lree church notices. This question waa a troublesome one all over the country. The churches seemed to expect a great deal of free advertising. If they were to deal with the newspapers in the free Christian spirit that they were so foind of talking about, they would be willing to puy for wliat they got. The association should put Itself on record an firmly opposed to free advertising for cnurches or any Institutions or persons.

Mr. McLachlan, Vlrden, said that there were five big annual fairs In the west. The editors of the country weeklies, from now on, would probably, as In the past, receive sheets of matter from the executives (tt these In-stitiitli'fis, partly news, partly advertising matter, which they were expect ed to run in their news columns. He would like to hear from some of the members what was their opinion of now such "copy" should be ti oiled. V.

J. Hinale, Curberry. who has hcen recently appointed to the position of manager of the Brandon fair board, said: Advertising is all Important feature In tho conducting of a fair. He hoped that he would have ailvertletng to give to every paper In the west. Ijisi year Brandon fair had spent In newspaper and board advertising.

He believed that the people who attend the fairs are a reading people and that the fair managements would get the host value for their money by advertising In the newspapers. Such at any rate waa the policy it was his Intention to pursue. Last year the rates for advertising Brandon fair In the pfpers had vaned from to 15 cents an Inch. This should show the association that there were great opportunities presented to a fair manager for getting advertising done at cIicrp nnd unalr rates. He would himself stand fur pitying a reasonable price for advertising nnd treating nil allien.

In conclusion Mr. Sinnle said that he knew of no Held like the newspaper field for breaking down personal prej udice and broadening a man views. referred to some of his own experiences with advertising agencies afid said It was up to the association to stay by the rates they had decided on and so force the agencies to pay a Just late.
