Harold D. Cooley (D-NC), announced. Cooley, chairman of the House Agriculture Committee, said he was setting up a "summit conference" to try to find out what areas of agreement there are among the four groups on needed- legislation. The four are the ' American Farm Bureau Federation, the Farmers Union, the National Council of Farmer Cooperatives and the National Grange. "I would like to believe that the leaders of these four farm organizations could sit down together and agree on a major farm program," Cooley said.
