Cost is still the chief deterrent. Most communities can get regular fresh water much more cheaply, even if at long distances. But in many spots in the world — such as Kuwait in the Near East, or at the U.S. Naval Base at Guantanamo, Cuba, after Fidel Castro cut off the natural water supply — cost is a secondary consideration, and Space Devlopment Authority has approvd installation of a nuclear reactor system at the eastern end of Long Island.
