Request line, 834-1560. Potential problems of signal interference seem certain to keep KFIT-AM (1060) from making it onto the air this month as originally scheduled. Complaints have been filed with the Federal Communications Commission by owners of KIXL-AM (970) and KOKE-AM (1370) to prevent the construction of KFIT's tower array from causing interference with their signals. KFIT announced last month it would begin broadcasting a new Christian-information, block-programmed format in mid-June; construction delays have moved the start-up date to July 1, said operations manager Tom Minnick. Given the action at the FCC, however, that date seems doubtful as well.

All three signals in question are directional signals that is, they are broadcast in such a way as to produce a particular pattern. The pattern is mandated by the FCC, and broadcasters are required to remain within the parameters of their signal patterns. Dick Oppenheimer, whose Signature Broadcasting Co. owns KKL, said the complaint was filed to prevent the KFIT tower from disrupting KIXL's signal. "Each of us with directional facilities is required to maintain this pattern.

A tower moving in like that will cause a problem, it will change your pattern (because) there's so much metal in the air." When a new transmission tower is to be constructed within a certain distance from an existing tower, FCC regulations require the broadcaster building the tower to conduct a procedure known as "proof of performance" to demonstrate signal interference will not result, Oppenheimer said. KFIT did not follow this procedure, he said. "They were supposed to do a proof of performance on both KOKE and ourselves (KIXL) to determine whether we would need to operate outside of our parameters," Oppenheimer said. "They're supposed to prove their tower is not going to interfere with signals. If it does, they have to make modifications or pay us to make changes in our technical facilities to eliminate any potential problems we may have.

They didn't do that; they just began construction of their facility. Therefore we filed a complaint to notice the violation of the rules. Now it's up to the commission to act." KFIT's Minnick dismissed the complaints as attempts to block or delay the competition a new radio station will represent. "This is just another political ploy," he said. "Any time a new kid comes on the block, there's going to be some opposition.

This is something that's not really a problem. This was expected." Station management plans to do a proof of performance test now that it has its tower array erected, Minnick said. KOKE general manager Johnny Andrews said the complaint his company filed is not intended to prevent competition. "Ours is not an anti-competitive situation," he said. "We're interested in making sure the integrity of KOKE's signal is protected." KOKE broadcasts an easy-listening music format; KIXL's format is Christian music and talk.

"I think it's a smokescreen," Minnick said of the complaints. "We've got approval from the FCC to construct the towers. I'm not concerned about anything. I don't think that's going to delay anything." Oppenheimer disagreed. "It's going to be an ongoing technical concern for the next six to nine months."
