Instead, they offered the star, jt Corinne Bohrer, for interview, which proved to be an even bigger mistake. Asked innocuous ques- tions about her television exper- ience, she burst into tears. Based on a couple of clips and some press material, Free Spirit is about Winnie (Bohrer), a good- hearted witch hired by Thomas Harper (Franc Luz), a divorced lawyer, to take care of his three children. Harper doesn't know Winnie's a witch, but the kids do. Winnie pro- duces fresh eggs for breakfast sim ply by opening the kitchen where chickens are roosting, Sound like Bewitched! Sure it does, but the special effects in Free Spirit are a lot cheaper-looking and the acting is downright 4 (Starting Sunday, the show will air Sundays at 7 p.m.) 11 I "in Baywatch, another series most people shouldn't waste their time Familv Matters Dremleres tonlaht with the likeable Wlnslow family extending itself further when Daphne Maxwell Reid and Tim Reid portray a curious couple living In Washington D.C.

In Snoops. Carl's mother Joins his three children, wife and her sister and baby In their home. The series sounds promising, even tantalizing. Tim and Daphne Maxwell Reid, a witty and elegant couple in real life, star in a lighthearted mystery-romance set in Washington D.C. He plays Chance Dennis, a criminology professor at a preppy university.

She plays Micki Dennis, an aide in the protocol office of the State Department. Unfortunately, Snoops, which premieres tonight (at 7 on KTBC-TV, Channel 7 Cable 2) is a self-conscious, awkward show that fails to take advantage of the chemistry of its stars. When the leads engage in clever repartee, the pilot is enjoyable, but most of the time it bogs down in bad storytelling. Since Tim Reid is also co-creator and co-executive producer of the series, along with Sam Egan, part of the blame falls to him. After his stunning achievements in Frank's Place, Reid has a difficult act to follow, but Snoops doesn't seem to be a worthy effort.

v- In tonight's opener, we are introduced to the unfathomable lifestyle of Chance and Micki. Somehow, on a professor and civil servant's salary, they live in a gorgeous town-house in an exclusive section of the city. On a whim, Micki buys a $1,000 Italian suit (on sale for a mere $700) for her husband, and Chance accidentally buys a hideous antique lamp for $500 at an auction and then jokes about it. The mystery caper is surprisingly lame. One of Chance's students (Jon Matthews) decides to investigate a 4-year-old unsolved murder.

He suspects a wealthy stockbroker who's serving a brief sentence for insider trading and sets out to prove it. When an attempt is made on the student's life, Chance and Micki get involved. Emmy-winner John Karlen, who played Tyne Daly's husband on Cagney Lacey, co-stars as Lt. Stan Akers, the Dennises' ally in the D.C. police department.

Another regular, whom we meet only briefly tonight, is William Thomas who played Cool Charles in Franh's Place. In Snoops, Thomas plays a computer nerd named Lawrence. Filmed in Washington, the show Diane Holloway has some nice scenery, especially the final scene in which Chance and Micki dance to the Flamingoes' rendition of Only Have Eyes for You by the Jefferson Memorial. If the show would focus more on Micki and Chance, with sweet little interludes like the closing scene, Snoops would be fine. But the plot intervenes and messes up every- thing.

Written like a bad soap opera, the story jerks and shifts from scene to scene, forcing the actors to spew awkward explanations about what's happening. "What did I do wrong?" Chance moans at the auction after accidentally bidding on the aforementioned lamp. with, debuts tonight (at 7 on KXAN-TV, Channel 36 Cable 4). Based on the 1989 movie of the 4 same title, about a bunch of South- em California lifeguards, the series stars David Hasselhoff, Parker Stevenson and former Miss Worjd Shawn Weatherly. e-Jjj There is lots of well-oiled skujM but little else.

Not to be confusdj with quality television. Dallas fans will be pleased to know that the granddaddy of prime-time soaps returns tonight for its 13th season (at 8 p.m. on Channel 7). The two-hour episode will re- solve last season's cliffhanger, which had something to do with Miss Ellie receiving a mysterious birthday card for her dead husband Jock, Cliff frantically searching for Afton and her daughter, April sinkt ing her well-manicured claws into Bobby, Bobby still pining for bis long-lost Pam, and J.R. and Callie losing the bloom on their new; marriage.

1 Joining the cast tonight are mcjd? el Kimberly Foster and Michael Wilding, Elizabeth Taylor's son house she complains about the food, tells Carl he needs to go on a diet and sides with her teen-age grandson when he asks for a curfew extension. "I've got one nerve left, and you're leaning on it!" Harriet finally snaps at her mother-in-law. Harriet and Mama Winslow are the kind, tough-but-sweet women all of us have or would like to have in our extended families. Carl is closer to a sitcom stereotype, but VelJohnson carries it off with admirable flair. The style of Family Matters is more sitcom than slice-of-life, closer to Happy Days than The Cosby Show.

It probably won't be Emmy material, but it's a show with likeable characters, good one-liners and an overall nice feeling. You can watch it with your kids and not feel dumb or guilty. Free Spirit, on the other hand, you can (and should) forget. ABC thought so highly of this new sitcom (at 8:30 on Channel 24) that successful schmaltz. Why the Winslows can get away with it and another sitcom family could do the same things and make viewers gag is a difficult question.

Maybe it's because the Winslows seem so ordinary and normal, like next-door neighbors. Family Matters, featuring elevator operator Harriet Winslow (Jo-Marie Payton-France), is a spinoff of Perfect Strangers. From time to time we will see Harriet at work, but mostly we will see her at home with husband Carl (Reginald Vel-Johnson), their three children (Darius McCrary, Kellie Shanygne Williams and Valerie Jones), Harriet's widowed sister Rachel (Telma Hopkins), Rachel's baby son (Joseph Loyal Wright) and Carl's mother (Rosetta LeNoire). In the pilot, Harriet informs Carl that she has invited his mother to move in with them, an announcement that causes Carl considerable consternation. "She'll be running our lives!" he wails, and he's right.

During Mama Winslow's first evening at her son's On the surface, Family Matters (at 7:30 tonight on KVUE-TV, Channel 24 Cable 3) is just another cute family sitcom, replete with adorable children and a caustic grandmother. And on the surface, the cast engages in exaggerated, cartoon-style acting. But beneath the surface there's a good deal of warmth and humanity in the Winslow household. The good feeling starts with the theme song Louis Armstrong's What a Wonderful World and continues through the last scene, when the family gathers around the piano and sings He's Got the Whole World in His Hands. I know.

It sounds hideously schmaltzy, but for some reason it's "Timing," Micki replies flatly. Exactly. Like a lot of people who want the Reids to succeed, I'll give this show another chance. Maybe the pilot was produced under time or budget constraints. Maybe future episodes will fit these charming actors like kid gloves.
