A new state law adopted by the legislature this year regulates the sale and distribution of economic poisons, and their registration with the state department of Involve! Prosecutor Hugh Philips said Charles Baughman' told officers he killed his foster mother because she hit him with a strap after he tampered with her cosmetics case. The shooting occurred near Cable Ridge, 35 miles northwest of this central Missouri The prosecutor quoted the boy as saying he fired at 54-year- old Mrs. Everett Ray three times with a .22 caliber rifle. Neighbors said Charles had lived with the Rays four or five years, had been well cared. for and appeared to be a model boy.

More severe driver llicen- sing tests, to assure that incompetent drivers are' denied the privilege of the roads. 2. Driver license revocation measures that would- be, more severe. The committee also has listened favorably to the admittedly "drastic" New York law which forced 31,000 careless vehicle operators off the highways of that state last year.

3. Giving a judgment creditor in case of an. unsatisfied judgment a first lien on the automobile of the judgment debtor, the establishment of a state fund from which unsatisfied judge- ments may be paid up to the usual $5,000 and $10,000 limits, and the provision for installment payment of judgments. Wisconsin now bas a "financial responsibility law," under which a motorist involved in a road accident must prove that he is responsible for damages, or forfeit his driving privileges. The- committee will review that program, and may recommend changes to make it more restrictive.

The discovery has opened up entirely new fields research and application in chemistry, geology, mineral prospecting, and in the development of a practical radiation type of gadget that can be used as a dog tag to measure the amount of radiation to which individuals are exposed during an atomic bomb blast. Under AEC Grant TLe study of crystals that glow was conducted by Farrington Daniels, UW professor of chemistry, Donald F. Saunders, project assistant, and other Wisconsin scientists. The research was conducted under an atomic energy commission grant. The -UW scientists found that the glow given by certain mineral crystals when heated is caused by electrons escaping from "traps" in the lattice-like structure of the crystal.

The electrons are driven into the traps by radioactivity either from very small amounts of natural radioactive substances or by man-made radiation in the laboratory. When the chemical crystal is heated slightly, the electrons escape the traps and fall back to their normal positions, emitting light in the process. The scientists have found that the phenomenon is much more common than had previously been realized. Practically all limestone and granites will emit light when anyone can learn by grinding a small piece of limestone into powder, placing it in a frying pan and heating almost red hot in the dark. A few prospectors have known for years that some minerals will glow for a moment when heated, but it was not known that small amounts of uranium and thorium furnished the radioactivity necessary for the trick.

Because of the small amounts of these- elements present in centuries are required for the teapping of enough electrons to give a few seconds' glow. During an atomic bomb blast, however, the radioactivity would be so intense that crystals of lithium fluoride, for example, would trap sufficient electrons in a few seconds to glow when heated. The amount of radiation to which a lithium fluoride dog tag was exposed would determine the intensity of the glow. The UW scientists have designed a thermoluminescent apparatus to heat the crystals and record the amount of light emitted. Use of such a device could enable authorities to quickly divide a population exposed to radiation into groups of individuals requiring similar medical treatment.

"For laboratory experimentation, for health protection of those who work with radioactive materials and X-rays, and for defense against atomic warfare, it is necessary to have simple, rugged radiation dosimeters which will give a measure of the accumulated exposure of gamma radiation," Daniels and Saunders say in a report just completed for the AEC. After thermoluminescent crystals have been heated once, the ability to glow is destroyed, but it can be restored by exposure to radiation. Each mineral has its individual "glow" pattern. When heated at a rate of one degree a second, the intensity of the light varies noticeably with the type of mineral and its geologic history. And each type has peaks and dips in brightness which are characteristic of the type.
