A resident of La Marque for 35 years, Rice dedicated her life to the city of La Marque and its children. She devoted most of her life to city and community projects. She was known as La Marque's Good Samaritan and was often introduced as the First Lady of La Marque. Three times she was named the outstanding woman of La Marque. She helped to organize the La Marque Chamber of Commerce and was a member of the board of directors.

Four years ago she added the senior citizens shut-ins to her Christmas program. She was older than many of the shut-ins who received gifts, but one would have never known it. She was a living dynamo who often proved that one person can make a difference. She was an active Democrat and worked with many campaigns, from local to state and national elections.
