Mackey, P.E., 63, of Texas City, Texas died Friday, February 25, 1994 at St. Joseph Hospital in Towson, Maryland. Funeral Services will be at 10:00 a.m. Wednesday, March 2, 1994 at St. Mary Catholic Church in Texas City, Texas Rev.

He was an Attorney Pro' fessional Engineer Tom Mackey Professional Engineer. Also a member of St. Mary Catholic Church, Our Lady of Fatima School of Texas City, Boy Scouts of America, Bay Area Council, Salvation Army, Gulf Coast Center, Texas Society Prevention of Blindness. Thomas S. influence on Galveston County has been considerable during the past several decades, but through his 1 many companies and numerous civic activities, he has had an impact on communities across the nation.

Mackey, an engineer, metallurgist and lawyer, died early Friday at St. Joseph Hospital in Towson, near Baltimore. He was 63. Mackey the president of Key Metals and Minerals Engineering was involved in a wide range of business and community organizations. He recently retired from the Gulf Coast Water Authority board of directors where he had served since 1971.

The GCWA, a quasi-governmental body, was one of the more powerful decision-making boards in the county. Under Mackey's tenure, the GCWA was responsible for many accomplishments, including installing improvements and additions to Texas City Water Treatment Plant to comply with New Safe Drinking Water Act in 1991. Mackey was also the president of Airtrust International Texas City. He held a bachelor of science degree with honors from Manhattan College, a masters of engineering with honors from Columbia University, a Ph.d with honors from Rice University, a doctor of jurisprudence degree from South Texas College of Law and an L.L.M. in international law from the University of Houston.

Mackey served as the U.S. operations advisor to Mitsubishi Materials and its U.S. investments in copper, silicon, rare earths and other metals and alloys. He is the president and chairman of Neomet Corp. in West which is a major producer of neodymium iron alloys for the permanent magnet industries.

He served on the boards of the Texas-New Mexico Power and Mainland Regional Healthcare System. Mackey was the past chairman of the TMS-AIME, Sjonposium, the past president of the American Tin Trade Association, a member of the National Association of Professional Engineers, a certified geologist from the American Institute of Professional Geologists, a member of the Texas Bar Association and a fel- low of the American Institute of Chemist. In addition, he was a board member of the southern region of the Boy Scouts of America, having received the Silver Beaver Medal. Mackey was selected as one of the Ten Outstanding Young Men in America in 1963 by the U.S. Junior Chamber of Commerce, was listed in Who's Who in Engineering, Who's Who in International Engineering, and Who's Who in America Among his many rewards were beign named admiral in the Texas Navy, Person of Vision by the Texas Society to Prevent Blindness, and Outstanding Engineer of the Texas Society of Engineers.

Mackey was also the president of USA Logistics Corp. of Texas City; the president of Cox Creek Refining which is based in from 1957-1969 was the vice president, general manager and chief engineer of Wah Chang Smelting and Refining Corp. in Texas City; and from 1947-1956 he was with Wah Chang in New York. Mackey served on the board of directors of many companies and organizations, includiug Sil- tec Corp. of California, Siltec Epitaxial Corp.

of California, Reactive Metals and Alloys of West Texas- New Mexico Power Danforth Hospital United States National Bank, the Gulf Coast Regional Mental Health Mental Retardation board, and the Malaysian Titanium Corp. He was the past president of the Texas City Rotary Club and the past president of the Texas City Chamber Commerce. He is survived by wife, Catherine Mackey of Texas City; mother, Mrs. Delia Mackey of Glenwood Lunsing, N.Y.; five daughters Karen Apffel of League City, TX; Doris Dillon of Garland, TX; Susan Hart of Clear Lake, TX; Kathleen Adams of League City, TX; and Ellen Mackey of Texas City, TX; two sons Thomas M. Mackey of Pittsburgh, and Michael Mackey of San Diego, four brothers Joseph Mackey of West Chester, Charles Mackey of East Islip, N.Y.; John Mackey of Annadale, and Gerald Mackey of Lisle, N.Y.; thirteen grandchildren.

Pallbearers will be Vernon Jones, Joseph Schmidt, Albert Bourgeois, Robert Padilla, Victor Blackburn, and Frank Kelemen. Memorials may be sent to Thomas S. Mackey Scholarship Fund, 1201 Logan, Texas City, Texas 77590. Funeral services will bo held at 1:00 p.m. Tuesday, March 1, 1994 at Wesley Tabernacle United Methodist Church with the Rev.

Mrs. Mathis was born September 30, 1926 in Galveston, Texas and was a graduate of the Central High School class of'44. She was a member of the National Federation for the Blind and the Christian Conference of Houston, Texas. Survivors include two daughters, Wanda Ann Lewis of Houston, Texas and Carolyn Jean Freeman of Galveston; one grandson, Theodore Lewis of Houston and one granddaughter, Dominique Freeman of Galveston; a sister, Florence Stidman and brother-in-law, Leonard Stidman both of Galve- son; one uncle, Alfred Cloud of Houston, two aunts, Lizzie Johnson of Conroe, Texas and Ruth Garrett of Sealy, Texas; two nephews, George Earl White and Russell Leon Smith; a host of other relatives and friends. Pallbearers will be friends of the family.
