Higgins, chairmatt)fUheMichigarL Turnpike Authority, a friend asked, in good faith and want of knowledge, "Why should a desperately nded road improvement program -get bogged down in politics?" We can assume most of the public feels the same way. That feeling is perfectly legitimate but it unconsciously hides a very simple answer in whatever project it undertakes, government is bounij to hurt some people and to benefit others. The politics is automatically spawned by one group trying to equalize or shift places with the other. The Michigan ruckus is much the' same that can be found" in New York and that Indiana is going through. The Turnpike Authority is made up of high men who sense a mission to perform.

They, have the same dedication to that purpose as does a chairman of a drive to finance some improvements for his church. They define that mission as building a well rounded road system whose financing, they claim, can not possibly be met by state taxation or the multi-billion federal aid program which fizzled out in this past Congressional session. Trucking interests operating in Michigan generally op- fiose toll roads for this state. They say the terrain is not ike Pennsylvania's where a level path through the hills, for a mileage fee, more than pays for the fuel the time and wages lost, and the equipment exhausted in mountain driving. Therefore, they plug for a moderate fuel tax and license Increase for public road building.

Business interests located on existing public highways shudder at any diversion of traffic that will take to the limited access tollroads. In New they formed a US-20 Freeway Association to lobby against the toljroad to speed driving time from Albany to' Buffalo; and in Indiana the motel operators sparked a similar movement. This same resentment is found in eastern Michigan where the Turnpike Authority plans its first project from Saginaw south through the Detroit area to Toledo at the Ohio line. And the same thing will crop again if a Detroit to Chicago tollroad gets under way. Any highway commissioner resents and fears a.
