THURSDAY, JULY 17, 1997 GALVESTON COUNTY, TEXAS Tougher air quality standards may force emissions law rewrite 1 The AModated Press WASHINGTON Tougher air quality standards endorsed in a White House signing ceremony Wednesday could push three new Texas metropolitan areas into non-compliance, state officials estimate. Texas currently has four metropol- itan areas that don't comply with federal smog standards: Dallas-Fort Worth, Houston, Arthur and El Paso. The Texas Natural Resource Conservation Commission estimates that Austin, San Antonio, and Longyiew- Tyler-Marehall could join the list under the new smog-reducing ozone standard. Cities pushed into non-attainment typically seek to comply with air standards by reducing car and truck emissions through use of reformulated gasoline and emissions-testing inspections. The costs are intangible as well, said TNRCC spokesman Patrick Crimmins.

"There is an economic stigma which comes with non-attainment designa- turn," he said. Ifs considered harmful to an area's economy and corporate relocations suffer." Vice President Al Gore insisted that the smog arid soot reduction rules, designed to protect children, the elderly and people with respiratory problems, won't harm economic growth. "We're taking action to improve the quality of the air we breathe and doing so in a way that makes sense for our communities, for our families, and for our economy," he said. DALLAS Robert Bush Smither was born on April 19, 1937, in Huntsville, Texas, and died on July 15, 1997, in Dallas, Texas. He is survived by his wife, Gertrude Jackson Smither; his son, Robert Bush Smither El of Dalhart; his daughter, Sallie Smither Grotty and son-in-law, Mark Grotty of Dallas; his son, John Jackson Smither and daughter-in-law Patricia Abel Smither of Houston; his daughter, Mary Kate Smither of Dallas; his granddaughter, Kate Gaston Grotty of Dallas; his brothers and sisters-in-law, John and Stephanie Smither of Houston, and Wilbur and Martha Smither of Dallas; his aunts Mary Virginia Smither of Huntsville and Norma Henderson of Houston; and bis wife's family Sallie Bell and Nowell Loop and Gertrude Gaston of Dallas. He was preceded in death by his parents Robert and Ruth Smither of Huntsville. Bob was proud of his Huntsville heritage, where he was raised and his family has lived for generations. He attended the Citadel Military College in Charleston, South Carolina, and received bis BA.

degree from The University Texas at Austin and a commission in the Army. He was a member of Phi Delta Theta fraternity. Following his he served as a military police officer in tiie army. He began a career in banking at First National Bank in Dallas and received a diploma from the Southwestern Graduate School of Banking at Southern Methodist University. In 1968 he and his family moved to Gatveston, Texas, where he was associated with University National Bank, which he served as president and then as a principal owner until 1992.

In Galveston, Bob served as president of the Trinity Episcopal School Board of Trustees. He was a member of the Galveston Artillery Club, the Bob Smith Yacht Club, the Rotary Club and Trinity Episcopal Church, where he served as. Treasurer of the Vestry. In 1992, Bob and his family returned to Dallas, where he was a member of the Park City Club and St. Christopher's Episcopal Church.

Services will be held at St. Matthew's Cathedral, 5100 Ross Avenue, at 11:00 a.m. on Friday, July 18, 1997, the Reverend Manton Tracy officiating. Burial will follow at Greenwood Cemetery. In lieu of flowers the family requests that donations be made to an educational institution important to your life or to the First United Methodist Church in Huntsville.

She was born April 27,1919, to Edna and Luther Dixon in Smithville, Texas. Mrs. Englishby was formerly of Fayton, Texas and was a member of the Midway Baptist Church there. Mr. Neugebauer was bom May 2,1918, in Rosharon, Texas. Mrs. Aldridge was the first child born to Arthur and Fannie Richmond on October 16,1895, in Arcadia, Louisiana. She was the oldest member of the First Missionary Baptist Church. She was united in marriage to the late William Pillow, and to this union, three children were born: two sons preceded her in death, Albert William and William Lee Pillow. She later was united with "Curly" Aldridge, who also preceded her in death.

She is survived by a very devoted daughter and son-in-law, Dolores and Charlie Wallace; granddaughters, Jacqueline and Minnie; daughter-in-law, Johnnie E. King; and a host of nieces, nephews and cousins. Mainland Funeral Home Cheryl Ragan Just HOUSTON Cheryl died taking her life on Friday, July Uth, after years of suffering with an extremely painful disease, Fi- bromyalgia, in a world that usually was not kind and thoughtful.
