LOUIS—(INS)—Just because a child is in the third grade doesn't mean that he has acquired third grade reading skills — it simply indicates that he has been at the institution three years. This is the theory of Dr. William Kottmeyer, St. Louis assistant school superintendent in charge of special events. Dr. Kottmyer said that grade levels are not indications of a child's actual learning level and that all children must accomplish certain skills within a limited time. Stating that all children learn differently and cannot be fit into a convenient teaching pattern, he declared that the only way to teach a child to read or master any sets of skills is to teach him "at a level even with his own head, not above it." Illustrating his point. Dr. Kolt- meyer said that a group of children may seem to be homogen eous when they all pass it in a different way. One child reads slowly and gets all the facts, while another reads rapidly and gets just enough to pass the test.
