Griffin is married, has a good job, works at home sometimes until the middle of the night and has plans. He wants to make'the proverbial American dream come true one more time he wants to own and operate his own commercial television station in Austin.

Griffin, 30, who has formed a company he calls Elmco Communications plans to apply to the Federal Communications Commission for a license to broadcast on Channel 42, the only unallocated television channel left in the Austin area. Two other groups are interested in getting that license Texas Telecasting Co. of Corpus Christi and Christian Television Co. of Austin. So far, none of the parties has formally filed an application, however.

Once an application is on file with the FCC, the commission will set a cutoff point for any other applicants. After that deadline passes, the lengthy hearing process begins. Griffin, a native of Rockport, is an electrical engineer at IBM. The office of Elmco Communications Inc. is in his home, and his wife who is one of four shareholders takes care of things while he is at work.

"I'm an entrepreneur," Griffin said. "I never ran a lemonade stand, but I had a newspaper route when 1 was a kid." Should Elmco be awarded a broadcast license, his operation would be far above the newspaper route level. "We're planning for an initial investment of $3 million," he said. "That includes building, equipment and much of the first year's operation expenses." Griffin's self-imposed deadline for completing the FCC application, which he says will be as thick as a telephone book, is July 1. If all goes well, he says, his station could be on the air by the third quarter of 1980.

But he knows competition for the license will be fierce. Texas Telecasting Co. already is in the broadcast business with stations in Corpus Christi and Beaumont. Christian Television Co. hopes to start a "Christian" television station in 9 pes.

Griffin says that if his firm gets the broadcast license, "We will not be a station that just runs old 'I Love Lucy' shows." At least five hours of the broadcast day, he said, would be devoted to news and public affairs programming. He also has plans for running classic movies and "quality reruns." But before he gets the license to beam independent television with 1.1 million watts of power from a proposed transmitter in Williamson County, Griffin has to gather information on community needs. The FCC application requires a. description of the "significant issues, concerns and problems" of the Austin area.

Elmco has been conducting surveys since early this year to get that kind of information. "The industry rule of thumb is that a population of 100,000 can support one television station. The Austin SMSA (Standard Metropolitan Statistical Area) is well over 400,000," Griffin said. He said he had difficulty at first in convincing potential financial backers that he was serious about trying to get a broadcast license. "They looked at me like I was crazy at first, but I have the backing now." Griffin said he has five major "participants" who do not want to be named yet.

A graduate of the University of Houston. Griffin served four years in the Coast Guard in electronics and worked for a radio station in Brown-wood and a television station in Corpus Christi. He moved to Austin three years ago, he said. As the application process moves 1 further along, he will make a decision about his IBM job.
