Publicly we have as yet expressed no opinion, neither is it necessary to review the whole apportionment nt this late period. But wo do think that if our Legislators had done their duty to their constituents, this most important item would not have been postponed to the last momenta of the session, and then hurried through like horse race after the riders are all booted, spurred and mounted. We think that if more mature deliberation had been bestowed on this measure, a very different and more natural bill would have been passed. Wo mean that the counties more contiguous to each other could have been united in the respective districts. Instance the XVII district, composed of the counties of Adams, Franklin, Fulton, Bedford and Juniata.

Who ever heard of such a geremandering system of forming districts as that to say the least of it, it is iri i ed without passing a bill to district the State for Congress under the new apportionment by which it gains a member. named Walter Richardson, fourteeen years of age, bv his step-mother. The account of the affair is, that the boy, having become uncommonly disobedient, the father advised the step-mother to pretend to shoot him, for the purpose of intimidation. Unknown to the step-mother, gun in the house had been loaded on the evening previous. This gun she unfortunately picked up, for the purpose of deterring the boy from tho commission of some act of disobedience, nnd, aiming it at him, hot him in the thigh and abdomen, causing instant death.

A Coroner's inquest was held on the body, and the mother was arrested and committed for trial nt the next term of the court. John Partridge, of Pittsfietd, lately killed 17 crows at one shot. So says the Maine papers. We were not aware before that the partridge was such a mortal enemy to1 crows much less that it could vanquish so many of them Doubtless it found caws enough for this cruelly. Green Peas are plentiful at the South, and the editors there delight to torment their Northern brethern with accounts of the delicate repastB they have made upon the luxury.

Here, as Patrick Henry said, "gentlemen may cry peas, peas, but there is no peas." Specie in New York. It is estimated tliKt the coin in the Banks nnd Sub-Treasury have reached an aggregate exceeding eighteen millions of dollurs. By the first of July it will probably be twenty-five A Jury recently rendered verdict for six hundred dollars damages, in favor of Hon. Richard Coulter, deceased, has been received. On a review of all the interests and circumstances connected with this appointment, I feel it to be my duty to accept it.

But we suppose there was more attention paid to the formation of partizan districts, than that which would be a convenience to the people. We do not approve of this bill for another reason, it throws all the Democratic counties into districts by themselves and tli9 samo of the Federal counties, leaving no chance for a fair field fight on the principles of the two parties. This is one of its worst features it destroys all idea of investigation into the organization and the true principles of the respective parties, which we consider as a matter absolutely necessary Jo the rising generation. It breaks up party energy and produces a lethargy in members of the party prevents the voters from attending the elections when it is important that every vote should be polled it makes young men join in with the predominant party for sinister motives, ungoverncd by principles, and leaves them the least to be relied upon when entrusted with affairs of government. These are few objections to the bill and the results of hasty legislation. There is neither fun in the fight nor honor in the victory when it is all onesided. We would be better pleased to have old Federal Franklin or Adams to lick out, than So coolly walk in with York, and then we have a kind feeling for the unflinching Democracy of little Juniata, that has been sentenced to durance vile. But our best sympathies can avail nought.

Any ycrson keeping an Eating House, whose yearly sales shall amount to $500 or more, or shall carry on a Dis'illcry or Brewery, or shall sell Patent Medicines without? a license, is liable to be indicted and fined $200-or more, as provided for in the Act of Assembly passed 10th Apt' 1849. If the above license fees are not paid to the County Treasurer, or not exonerated by the un. dcrsigned, he is directed to sue for and recover the same, adding ten per cent, to the license for his trouble. NOTICE IS HEREBY GIVEN, That letters of Administration on the entatc of Serephy Kenee, late of Rye township, Perry the machine is already in existence, and that it has been patented with an injunc tion of secrecy for a certain lime. So cautious has he been to avoid infringment, that he had one part of the machinery, necessary to the completion of his engine made in New Orleans, another part in Baltimore, another in Philadelphia and another in New York. The seperate parts thus constructed were collected in Baltimore and put together. It is asserted that the machine worked to the full satisfaction and beyond the expectation of those most deeply interested in it. The invention brings the atmosphere into use as a powerful motive agent, amounting almost to independent self action, and this new momentum can be so increased as to propel the largest ocean steamers, or, brought down and suited to the delicate movements of a watch.

The inventor is quite a young man. It is his intention to proceed to Europe and obtuin patents there and he does not design having the principle of his invention made public, until time has been allowed to secure it from piracy. Some three or four distinguished gentlemen are pecuniarily interested in the patent. One or more of them design accompanying him to Europe. They set sail probably in June next, and perhaps a month or six weeks subsequent to their sailing the model will be exibited in the United Slates.
