Mr. Franklin A. Skei.v of this borough lias been commissioned a Brigade Quarter-master of Volunteers with the rank of Captain. Democrat. If the government designs to make it a rule to distribute the honors and emoluments of Quarter-Masterships and Captaincies among civilians, we certainly have no objection to find Hoiiesdule among the list of favored towns; but with all respeet to the patriotism and qualifications of the appointee in question, it strikes us that a more appropriate selection might have been made from the ranks of our volunteers.
